Ehh ehmm, anyways....
This build is a crossbow based rogue... now of course, I know that feeling, why a crossbow? Well, partly because a pure rogue is one of the few characters who can use these weapons to deadly effect, most shots only doing 20 or so with pings if you're not getting sneak attacks in on most targets, which is pretty poor damage even with the extra attacks. Add in a hard hitting sneak attack and suddenly, that damage gets noticeable, quite deadly in fact.
Aaaanyways, here is what I did with mine, made with kobold(the character is actually the reincarnation of my first character on this server, the original kobold), though easily refittable with other subraces. Currently, he is a triple demigod. This character primarily has a hells based role, I haven't taken him too many other places, though such a character should do alright in most places, though ssithrak, immortal, and drow runs are somewhat difficult due to the high degree of physical immunity the targets there have. You'll probably find that most of your damage will come from your sneak attacks and your damage output will plummet if you do not connect with them.
Without further adue: The character, he has a slightly different feat setup, mostly a difference in the saving throw feats. He has legendary luck, L-soul, and slippery mind. Slippery hasn't proven to be reliable though... so I guess I could swap it out with epic will (though Dim mak robe gives that, which he currently uses) Still, I don't like depending on items for feats. I took L-will and E-fort instead of L-Luck and slippery on this, more will save and the 4 reflex isn't really worth noting, since it's so high anyways.

AB : 15(base) + 10(epic) + 12(LL) + 7(Foci) + 4(Opportunist) + 1(small) + 20(enhancement) + 24(dexterity) + Craft weapon = 93/88/83/93/88/83 + CW
You should however, almost always be applying the flanking bonus and the point blank shot bonus, making this:
96/91/86/96/91/86
With the above build, you'll have room for another skill and some possible points into another. Mine maximized Appraise and got some set trap. Appraise is nice if you're a demi character, maxed appraise can reduce the price of a 10 pack of +24 BUR picks from about 5 billion to 3.5- billion. Set trap hasn't proven to be very useful so far, I would reccomend putting the remainder into concentration, which might be useful if you spend time in Elysium.
Anyways, there's the character. If you're making this with a BUR subrace, I would actually swap out the great dexterities for improved sneak attack feats. You should *always* be sneak attacking with this character.
If you use BUR subraces, I would reccomend half-fiend. Brownie would also look nice, but I like half-fiend's intelligence bonus.

39: Self Conceal 3
40*: Self Conceal 4
42: LWF: Light Crossbow
45: L-Soul
48: L-Luck
51: Epic Will (If you use Dim mak robes, you can sub in improved sneak attack 3, but personally, I don't reccomend it).
54: Self Conceal 5
57: Skill Mastery
60: Improved sneak attack 3
Ending Stats:
8/50/18/18/6/6
20/62/30/30/18/18
On how to play, it can be tricky at first, but quite effective once you get the hang of it. You want to be shortly behind your tanks, and always in sneak attack range, but not in melee range. Positioning is very important. The build doesn't include either shield proficiency or weapon finesse, so you'll probably want to remain on your crossbow most of the time. There are some pieces of equipment which give shield proficiency though, which you can then swap to a sling and shield, if you need to start tanking.
Enjoy...
