To my understanding if an open race with a penalty of some sort like say 50% fire vulnerability drinks the blood from one of the 3 special dragon bloods they get reduced vulnerability instead of the feat. But what if the open race with the fire vuln is an RDD build, does the toon get the feat or a reduction in fire vulnerability? Which would in effect be no adjustment at all.

how much reduction? given a starting 25%, 50%, 75% or 150% penality?

50% -> 10% (Azer, Drider) 75% -> 20% (Troll) 150% -> 25% (half-dragons)

I have a question then, why when my Earth Genasi drank it did he get the feat rather than a reduction on his acid vuln?

Because only vulnerabilities of 50% and above are reduced.
