This is an update of the old Winged Salamander build.

Note: You can drop starting Intelligence to 12 and raise Dexterity to 14 if you don't want to use an exotic weapon (the proficiency for it requires 1 BAB). Martial Weapon Proficiency and Heavy Armor Proficiency both have no prerequisites, so for the feat order you can take one of these at L1, then Expertise at L3 (after the subrace +2 Int kicks in and you meet the pre-req for that).
Stats -> after subby -> max at L60 (no demi)
STR 18 -> 24 -> 76
DEX 12 -> 14 -> 26
CON 8 -> 8 -> 26
WIS 8 -> 8 -> 20
INT 14 -> 16 -> 34
CHA 12 -> 12 -> 30
Human Salamander (+6 STR, +2 DEX, +2 INT, Dodge, Mobility, Armor Skin, 25% Fire, +8 Lore)

Pre-Epic Feats (8)
Strong Soul
Expertise
Weapon Proficiency Martial/Exotic (if you want to specialize in a non-simple weapon, replace with Heavy Armor Proficiency if you want the option to wear those instead of being limited to Medium armors, which you should be wearing most of the time anyways for the AC)
Weapon Focus
Spring Attack
Whirlwind Attack
Power Attack
Cleave
Epic Feats (12)
Epic Toughness x10
Epic Weapon Focus
Epic Prowess
LL Feats (7)
LWF
Great Cleave
Improved Critical
Overwhelming Critical
Devastating Critical

Hardened Soul
Skills
UMD + Tumble dump @ L20 (put 7 more cross-class points into Tumble around L57, will cost 14 skill points)
Parry
Listen
Discipline
Craft Armor
Craft Weapon
And one more skill 10 points under maximum
5 attacks per round (base 4 + haste)
STR @ L60
76 = 18 (base) + 6 (subby) + 10 (lvlup) + 10 (LL lvlup) + 12 (items) + 20 (RDD)
33 Str Mod
AC
137 = 10 (base) + 10 (RDD) + 6 (Tumble) + 8 (Dex) + 5 (medium base AC) + 17 (medium armor) + 19 (Pentavite) + 4 (Gird) + 17 (defl) + 17 (nat) + 20 (dodge) + 2 (Armor Skin) + 2 (Craft Armor)
AB
100 = 16 (pre-epic) + 10 (epic) + 1 (WF) + 2 (EWF) + 3 (LWF) + 1 (Epic Prowess) + 33 (Str) + 20 (magic) + 12 (LBAB) + 2 (Craft Weapon)
Saves
Fort 59 / Will 58 / Reflex 58
Thoughts and Variations
A ton of feats are dumped into simply getting +1 Crit Multiplier. I'd personally go Scythe with this build (x6 Scythe with 33 Str modifier, average damage with an unenchanted, mundane Scythe is 228, ON AVERAGE not max), just for the pretty numbers, but Greatsword for example would do more damage on average over time (given no resists, ignoring damage types). The +1 Crit Multiplier probably isn't worth it, costing 2 pre-epic and 3 legendary feats.
The saves are kind of low. Dropping Over/Dev crit allows you to pick up save feats and other interesting things (Disarm and KD are possibilities, or read a Pandect for it). Unfortunately, as perfect as Legendary Luck would be, you can't pick up Strong Soul as well as Luck of Heroes at 1st level unless you drop the proficiency feat pre-epic and specialize in a simple weapon, because you wouldn't be able to get all the feats to go 7 WM in time.
Dexterity isn't high enough (by 2 points) to get the maximum Dex AC bonus from all medium armors, but it's only 1 point of AC. I had to drop Dex a little to get the initial Intelligence high enough to pick up Expertise at L1. You could rearrange stats if you specialized in a simple weapon.
I don't know what kind of medium armors are out there, but a Pentavite shield (100% electricity) + Deafening Greaves (50% + 50/- sonic BUR boots) + Chain of the Infernal Machine (set drop ammy 50% + 50/- fire) + 25% innate fire immunity + cold ring(s) + Erinyes Stole (50/- cold/elec) covers your immunities pretty well if you go black or green dragon disciple. You could swap out Pentavite for a BUR Wings of Storm Shield (50% + 50/- cold/elec) and swap things around, but you'd lose 2 AC. The Stygia set drop armor also has 50% + 50/- cold on it, but it's a heavy armor (so you'd lose a little bit of AC as well).
I'm not sure if the 23 UMD is useful for anything...
So, pretty straightforward maxi-min build for pure RDD.
