I'm pretty certain that the 'storage' chest is tied to character name, thus if you change your toon's name the 'storage' chest will be empty and everything stored under the previous name will not be in there. The 'transfer' chest is linked to playername/cdkey and is available to all toons on that account thus gear stored in the 'transfer' chest is safe when reincarnating.

If I reincarnate a char that has used an arty, it looks like I'll be given the option of "regaining that item back." I'm wondering what this means. I assume this means I will be able to use it again, should I choose to do so. But, does it also mean that I could choose to use it on another char, sell it, etc, or is it bound to the original character? And, is there any reason NOT to regain it back?

The artifact is bound, you either use it on that character or don't reclaim it. You cannot trade, transfer, or sell it by any means.

I have a spare druid toon (Druid 59, Monk 1) that I would like to turn into a shifter.
Can I make a Shifter control class, Druid/Monk splash with this? The Druid/Monk part is legal but will adding the Shifter level make this an illegal reincarnation.
Do I need to reincarnate to Druid cc/Monk/Shifter splash first and take the 3-month cool down route?

SandB, I believe you either have to - keep the same classes or, - keep the same CC.
So I would figure your build out first, so you can reinc with the same classes in 3 months. The two recommended builds are 30shift/10druid or 29/10/1ranger. I took the later for a stat dump, free feat. Monk is essentially a useless splash anymore. Dropping from 30-29 shift will lose you about 5% conceal on some shapes and about 7-8% total spike damage, but I think it's worth it.
I would reinc to a 58druid/1/1, now, then to the shifter build in 3 months.
Shifters are a LOT of fun. The double-shift is annoying and eats up time, but they can fill most roles in a pinch.

Do you already have in mind the final build you want to make? if its a pure shifter with druid only, make a druid25/shufter15, you'll be able to use druids epic spells and also epic shapes from shifters, but will have less bonus feats.
Remember that if you splash something like 38druid/1ranger/1shifter, when you make the shifter your control class after 3 months, you'll still need to keep the ranger level, which will only be able to be removed after another 3 months.
Also, caster druids with shifter splash are very annoying. Everytime you relogg you need to disactvate the "!opt shifterfix", or everytime you die you'll lose all your spells slots from items.

I would like to use a reincarnation slot to upgrade an open subrace character to a secret subrace character. I have the tag on my account to use the secret subrace, but the subrace is not one that I need a book for.
There is a required item for it, but you also have to talk to a specific figure in game with that item in your possesion in order for that figure to grant you the ability to use the secret subrace. The item I'm talking about can also be used to get secret subraces other than the one I'm tagged for.
If I use an existing open subrace character to create a reincarnation slot, and then create a new character with the secret subrace I want, can I put that non-book item in my inventory and use the reincarnation pedestal to apply my reincarnation slot to my new character?

Not sure this was mentioned, but if you Reincarnate and need to fix the artifact is there a way to safely do this without loosing ether?

Q: I've already upgraded my subrace and I am still within my reincarnation week. I'd like to try a different subrace. Will I be able to change it? A: No. Once you upgrade your subrace you need to wait for your next cycle if you want to change subrace again.
Q: My shifter has used one of the shifter books located in the game. Will I be able to regain this book when reincarnating? A: No, shifer books are not saved in the reincarnation process.

you might definetly want to add this... IF YOUR CHARACTER IS NOT IMMO, YOU CANT GAIN MORE THAN 780K EXP ON REINC.
caused me to lose nearly 1.8mill when reinced my former level bot that i hadnt taken on xul/lolth/immo runs. And therefore, i was unable to retain my "Legendary level exp" from thingy
