Any race, Int +2, Wis +6, Cha +2, Spell Penetration, Greater Spell Penetration, SR 10%+1%/lvl, Great fortitude.
It was meant to bring it closer with parity regular wizards or cleric. With it the penalty from using genie would become the 3 epic feats lost, the smaller hp total from low con (minor) and the loss of levitation on both half-celestial and genie (also minor) and has one small advantage on great fortitude.
Final effect, the theurge would have the same maximum DC of a regular wizard or cleric, but with 1 less casting level and 1 more penetration, and have to wizard or cleric opposing class as an added "school".

As for other, I think a blackguard-oriented bur subby is lacking. What about

While not really a quasi, "Rapier Wit" has kind of fallen by the wayside and I was trying to tailor something for the feat. Nearly inevitably a Rapier Wit build will make extensive use of Divine Shield/Might as well as be a paladin or blackguard. The idea is to provide them with feats/stats off the bat which will ease the burden of meeting the minimum Str for those necessary abilities (or obtaining BG), which I saw being the real bottleneck when Cha/Int/Wis will require heavy investments and Dual Wielding will be so attractive given the properties of Div Shield.
Ideally the race would be 6Cha/4Dex/2Int/2Wis with SR/Lev/DivShield/DivMight/Cleave but I feel as though that may be just a little too much. Another possibility is scrapping the +Dex and giving free feat ambidexterity and bonus Str but then I feel it is too similar to existing Pharlan in the wrong way.
I suggest something for Stormlords (battle Druids with high dex). Best I find for DEX-uni variants is Zenythri (STR+4, DEX+4,WIS+4 and many feats that battle druids don't need).
Any Race "Thunderborn" (secret Beyond UltraRare, add wings) - FC: Druid - STR+4, DEX+4 , WIS +4, CHA -2, Great dex 1+2, movement fast, able to walk on quicksand
That's pretty cool - static charge keeping the material stable enough to walk on - nice. No need for wings at all. ^^

Your right, don't need wings. Maybe better a light-blue aura. Edit: And a sound effect like: Ssssssstzztzsstzsss.....(electrostatic sound). X-Men like. Edit 2: Like "Storm" (Halle Berry) in X-Men. (the -2 CHA is only for balancing, should be positive for roleplaying aspects )

Ideas: based on the Storm Elemental from Monster Manual 3 tried to make it equal in bonuses it gives to HC and Rilmani In the spirit of being a herald sub chose its FCs both sorcerer and druid to allow builds with different levels of sorc/druid and a splash without penalty feats chosen based on 2 being part of the herald requirements and ESF lore being a fitting choice for herald builds Levitation picked as ability as it seems fitting for descendants of elementals that fly and have Air Mastery. An alternate may be +15% elec immunity, +10% sonic immunity (based on Storm Elementals healing on these damages)
Perhaps add male/female alternates, e.g. female adds +6 wis, +4 ch. Male adds +4 wis, +6 cha
Perhaps add a wings VFX @vfx: Ecto, Electric @vfx: Trace 4, Electric @vfx: Motes T, Electric these seem good choices
