Do the paragon stat check feats stack with item level stat check bonuses? For example, will the Paragon Intelligence feat stack with the Cognition Engine bonus to intelligence rolls? Also, do the various item level stat check bonuses stack? For example does the Universal Contumacy ring (+2 to all stat checks) stack with the Cognition Engine (+4 to intelligence stat checks)? Of primary interest is min/max of search and disable trap rolls. Also on the topic of skill rolls, do the 5 "points" of tumble that come from the lowbie tags count toward the 60 necessary to obtain +12 to ac from that skill? Many thanks for any assistance you can provide.

I would have to dig around but I am fairly certain this has been asked and the Dev answer was yes for the Item and Paragon Feats and Bard Song too. I don't know about multiple items with them though.
The stat check feats and items do no effective skills they work as imaginary points in a stat when checked agianst a hostile effect such as KD. This means they have no impact on your skills, AB, AC, or Saves.
Only every 5 points of Tumble you actually take from levels or recieve from your subrace count the bonuses from tags are part of the +50 magical bonus which has no effect on Tumble AC.

1) Item Bonuses and feats to stat checks stack with each other. 2) Stat Checks on Items do not stack with each other (+2 and +4 only yield +4). 3) The +12 AC from Tumble require BASE RANKS (ranks you put in when you level). 4) Stat Check Bonuses both from feats and Items do not increase AB, AC, DC, Saves, or any skills. They are only useful in calculating stat checks from monster abilities.

UUU Stacks with both, as it's a spell effect. Additionally, Herald Stat Spells also stack with items/feats and UUU.
