After reading about a lot of the ideas here, I thought of this one:

The Green Nether quasi class surely knows what to do with those, he is the specialist in using toxic mixtures. But he, though born among the healthiest of all, the dwarves, he is the outcast of his kin. His brooding mind had to find other ways to survive, not being strong enough to dig all his life in the darkest tunnels.
I have no answers, only ideas. Don’t hesitate, and give the answers.
Ideas:
- Class: must be an evil dwarf, and a weak one, low STR/CON.
- The Green Nether has made the use of throwing poisonous axes to his work of art.
- Must have levels in Assassin/BG to have access to the use poison feat. The more levels, the more dangerous the poison will become. Maybe a combo with Druid/Ranger/SD?
And this Green Nether:
- could change DC to the poisons.
- could change the primary and secondary effects of poisons.
- have more poisons work together.
- could make more powerful poisons when he/she grows older.
I'm curious what could be made out of this.
* Added down here a few new ideas on July 5, 2012*
- Green Nether could of course also be something like an evil witch (female), or an evil alchemist. In that case also the class could change into gnome, halfling or whatever.
- His/her specialty would be a new kind of poison, not the ones listed and working on abilities. This poison should even evade the immunity for normal poisons. It could eg. have some degenerating effect like losing 1 hp every round etc.
- Mass poisoning is an other idea to make something special for this possible quasiclass.
- The third new idea could be the introduction of some incubation period, in which the Green Nether would be without any attacks, before the poison could start doing his devastating work.
