Here's why you're getting that, bloomy: NWN was originally made to use a "master server" to authenticate accounts. Every server used this same "master server" to validate CD Keys. Unfortunately, a while back, that "master server" got compromised and taken down by Bioware, and it hasn't been brought back online since. When you log in or attempt to create an account, tho, NWN itself still tries to connect to this server, and fails. Because of this, you'll need to skip the "create new account" process entirely, and just use the playername you want to use on the server (the password doesn't matter). Also, make sure that if you bought your game from Good old Games, you've asked for and gotten your multiplayer keys (if you got it as part of the NWN2 bundle, or have an old copy with keys, you're probably fine).
Additionally, the fact that the game used to have a "master server" for authentication, which no longer exists, means that your account won't be completely secure unless you create a password on the server using the !password command. It is highly recommended that you do this, since if you don't it is possible (if unlikely) that someone can log into your account and steal your stuff.

Yes I believe so in part because w/o them I don't think you can go past L20.

You need (from our "getting started"):
Neverwinter Nights: This one seems obvious, but to be specific, Higher Ground is running version 1.69 with both installed expansions (Shadows of Undrentide and Hordes of the Underdark).
First install the main game, then expansion1, then 2. You will see on the starter screen of the game if you have installed both expansions. The version number (1.69) is on top-left. Click on "update" if the number is lower.

ARF is likely talking about CEP expansion it is a separate unofficial expansion but ARF should be able to download and install it.
