I have a toon now that is 30 with a lot of stored levels til I got all my 30 tags...which i got last night....but, while looking I saw that I had missed one...the herndon(sp) tag at 23....and was wondering what I needed to do to get this tag? I was told I had to start another toon and get the tag...then sacrifice that toon....but have no idea what that means or what i am supposed to do to make that happen....so, any info of what i must do would be much appreciated.) I have a couple o more lil toons around 6 or 8 but they are diff builds and dunno if they will work since i haven't a clue on what to do....and when i do get a toon the tag and sacrifice it to get my other toon the tag I missed...how does that actually work.....and is the saccrificed toon gone after the sacrifice?....how does it know what OTHER toon gets the missing tag....just kinda bewildered by it....so I need some info to go on so I can start the process. Thanks in advance for any help....and seeya all in game.

You really should work on the formation of you message.
Anyway, about your problem: Try speaking to the town priest and de-level yourself to 23 and do the tag instead of creating a proxy character.
Proxy are a type of character that gets "sacrificed" to reclaim missing tags for an immortal character, more information is available in the wiki.

So...
If i delevel...do I lose all my exp?...or is it still there and I just respend the levels and level up again?
Do I keep all tags and quests I have completed?

You lose the xp when you delevel, but you keep all tags and quests. Some classes can't delevel if I recall correctly, for example RDD.
But since it's very easy to get xp with quests deleveling even 10 levels could be faster than playing a proxy toon for just one tag.

Honestly, you could ignore preLL accomplishments if they cause you stress/make hard to join a party on your first toons: they are a nice way to explore the lowbie world but aren't worth delay too much your progression with the reward being what a couple lucky randomizations might net you in the end game.
That being said, if you enjoy them but missed one, it's best to de-level at priest, with some quests you shall be back to 30 in no time (and without having to hunt for tags, you might even enjoy the good ole powergaming route).

Best powerlevel areas: Plains of War and as soon as the xp gets sour: The Bonehord (crypt beyond level 4). Also often underestimated: Drow areas. Great xp there esp. pre 40 but dont go alone ^^

The 5% XP bonus over the life of the character is reason enough for EVERYONE to get the Pre-LL tags done.

Not really There're many newbies who aren't going to stick with their first open sub toon for longer than it takes to reach level 50-60, and invest quite a lot of time (weeks sometime) trying to jump on lvl 35-40 parties in low population timezones, when could be level 40 immo in 1-2 days with goold ole solitary powerlevelling. Faster access to LL unlocks many more possibilities for a newcomer who could just level straight to 50, buy a ur book cheap, and then collect tags on a toon he's interested in bringing to 60. At least, that's what i suggest to people who hit a wall with prell tags, to join the mid-end game content areas before they burn out. That, and 5% more exp barely means one more desert-db run on the way to 60, and less than one hell cycle on the way to 80, quite overstimated. Can always make a proxy when you know the game better and there's nothing else going on if you like to feel ''complete'' or just like every little bonus. In the week a newbie 'invests' for a 1-40 levelling at decent speed with all tags collected, he could have run some LL, or some hells for money/loot/subraces that would make a bigger impact than those measly preLL accomplishments.
