Comparing other loot to Strongheart is always going to cause problems...it's fairly broken - IMHO. I'm guessing the idea behind it was to help non dexers once upon a time ?
Untagging some of the items or lowering the level use requirement would likely allow some of them to be used more but this would likely only benefit really new players and the HC community. Most semi vets likely have a lot of nicely randomized UR's that are better.
Upgrading a few to protect from nasty effects might be a idea ? I recall when the Exo-Array helm was utter garbage till confusion immunity was added and gave it value. I agree with Lythe that upgrading all/most of the LL gear would be a poor use of dev time/zots -IMHO.
The other problem I see is that upgrading a bunch of Uro/Loca/Beholders etc loot could make it comparable to Aboleth/Elysium/Abyss set loot which, in most cases, requires a lot more effort to get... (Then we start getting complaints that Aboleth/Ely loot is no better than loot from easy runs like Uro...)

I was thinking of benefiting new players and those who don't play much (i.e. aren't farming for randomized gear a lot), period. I'm not seeing how this would benefit the HC community really in any way due to item-tagging restrictions and the fact that just about every HC player these days is indeed a semi-vet at the very least and has plenty of easy access to randomized gear. I just want to be clear that I wasn't suggesting the idea in the hopes of getting anything out of it for me or anyone I play with. There's no benefit to HC for something like Golden Guards or other set loot that can be used tagless, because there's no way a level 40 HC toon could get the loot in the first place. I just think it's funny and weird to have a lot of awesome set gear needing no tag, versus a lot of crappy set loot needing a tag. It's skewed, and for crappy set loot, it doesn't make any sense. For instance, set armors that doesn't need a tag and has a low level requirement is generally used pre-50 (when UR armors are available). I see this as the man benefit of most mediocre set loot--using it as a toon levels. The remove-the-tag part was only to make some loots more useful, and I only meant to apply that to very certain loots, certainly not to a many let alone most LL loot. To be clear, this is definitely not what prompted this thread or desire for improving some set loot. I completely agree with this quote here. I do not want to improve LLs set loot across the board. The only objective is to improve certain very bad pieces of set loot. I didn't think Funky was talking about improving all set loot. If he was then I misunderstood and should have made it clear that it's only some things that are really bad. As I said in the past, Uro loot overall is fine, and some of it is very nice and serves as a great role as pre-50 gear. Loca loot is fine I think. Beholders loot I think sucks but I never said it should be improved to any degree where it could comparable to Abo/Ely/Abyss loot. Just should be improved to a degree where a toon getting the tag would consider wearing it--right now it's garbage (like yeti gear, and I think like roachreign--anyone doing hive really has no use for it, and even a level 40 or something getting dragged for the tag can use better UR gear, which I would expect is available to any player getting dragged through a run like this, because it means they have vet friends and are almost guaranteed to be a vet themselves). I understand why you're worried about low-LL runs getting a boost in set loot, but again this is singularly about improving some terrible loot--making yeti or beholders gear at least usable is a very far cry from making it comparable to endgame runs. This is not about making LL set loot desirable to a level 60 toon, or desirable when measured against the best loot in the game. This is about making particular loots at least good enough to be considering using, period. At the moment these loots are not good enough to be considering using, period. That is the only issue I was trying to address (again, at some point in the future, certainly not as any sort of priority). For the record I'd love to see some more items like the Uro Battle Cleric helm for other classes. Definitely agreed.

I realized I missed something very important:
Funky, you were referring to adding PL-scaling attribute bonuses, which is why KE was worried about impacting the value of endgame loot, and helping HC.
I definitely don't want that. PL attribute bonus should definitely be restricted to the runs that have it now. Definitely do not change this dynamic.

I wasn't talking about making lower LL run loot equivalent with paragon-style scaling, only better. That approach is complicated, however, other considerations aside, by the fact that much of it doesn't have ability bonuses to scale, requiring a more complex scaling.
