Yuan-Ti is to ugly for my taste, though I do enjoy sorcerers, and their gear is harder to come by. Don't want me spamming the bazaar channels lol

This quote refers to an open subrace staffmaster using air genasi, where he states he will get the dodge feat if using the certain item from the dragon, so it must not get the penalty reduced, it must just get the feat, I will log in and see if anyone knows for sure.

So it does indeed grant the feat for the genasi race. Looks like I am going tinker gnome or elf and ditching an epic :/ I will probably go the gnome route though, see you in-game with a Tinker Gnome Wizard

Don't know that it would matter which but I see I was wrong Halo clarified it is only for subraces with 50% or greater penalties

Tinker Gnome should work as-is, except that you might have to change the initial ability spread slightly and the order in which you take spell foci (gnomes get SF: Illusion for free). I wouldn't bother with an elf, that CON penalty can be a bit harsh, and you're only stuck with gnome until Level 50, at worst (60 if you still have some bur racebooks in your bank).
