Well, some useful information:
Base Dex 30 doesn't seem to mess up any shape with lower dexterity (not sure how it handles demigod). So kobold and kenku are out.
SoV recovers the extra attack from BAB 15-, and still grant additional attack at CL 45. The extra physical damage of CL-40 is also a nice touch.
NB aura still work as normal, (expect a smaller SR drop - 11 or 12)
Two level breakdowns are useful:
Undead:
Humanoid
So, that enables a 29/10/1 or a 26/13/1 builds. The splash is required for skill dumping (in a base elfsubrace), feat tightness.
Between bard and monk (need discipline and tumble), monk wins out due evasion.

So why do it? What could such character offer when a full DC shifter can fight nearly as good?
Of course there's the bad part:
So which spell school should i take?
A good subrace is the planewalker, with 4 survival skills. I suppose there are other reasonable options.
The save should be pretty high with the required Wisdom of 20 and Dexterity of 30 and spare points into con. Beyond that Druid 12 Shifter 8 gives good saves.
Skill distribution is a bit messy...
Assuming a good skill dump at 40, it's required about 9 skill points per level (567 points), to maximize all relevant skills at 60 - so it either needs a base 20 int, or putting the first 4/6 points into int can help (99/135 points)

Concentration 63
CA 63
CW 63
Parry 63
Additional possibilities: Persuade, Animal Empathy and Spell Craft
There's another food for thought: Would demigod dex bonuses help to qualify for SL (base dex 30)? If so, a reincarnation could prove valuable.

- Shifter 13 grants infinite humanoid shapes (thus qualifying for Legendary form focus)
- Shifter 10 grants is enough to be considered epic shifter, qualifying for Undead shapes (and it's legendary form focus), if you take it during and epic bonus feat level

- Epic and Paragon spells
- 1 more attack per round
- Several defensive boosts compared to shifter.
Of course there's the bad part:
- Ab potential isn't that high (it's still good)
- Shifter weapon swapping is still awkward
- You need to un-shift to cast (still better than un-shifting and re-shifting)
So which spell school should i take?
- Illusion for creeping doom vulnerability (5% cap per feat), Natural ac & Amnesia immunity (Epic).
- Abjuration with fonts, energy immunity, SR drop epic and regen paragon
- Necromancy with Stoning epic (no DC) & +2 all stats epic
- Conjuration has Shroud of nature, giving low concealment to the party (CL), but the nice Call Weaponspren paragon spell, for CL/5 physial dmg for the party (including Paragon levels, and increased by 50% on yourself)
- Evocation gives Immutable force, which loses it's effect if you shift
