Alternative to Pandects. Suggested drop place: 55-60 (will explain below)
Base item: consumable book
Reading this Compendium will grant you knowledge of one of the following fighting techniques: Weapon Finesse, Zen Archery, Intuitive Attack, Brutal Throw or Rapier Wit.
This item should drop in 55-60 areas, but not require any tag or level to use: taking these feats is generally only relevant at low levels. It provides only 1 pre-epic feat, as opposed to Pandects that give 1-2 pre-epic or epic feats. The Compendium does use up the Pandect slot, so the character will not be able to use one later.

How about instead of spell tomes? and with 2 feats? Weapon finesse and brutal throw Intuitive attack and Zen archery

Weapon finesse and brutal throw :l The first idea was fine tbh, it's not like you should be using these in place of taking the feat. Seemed like something cool to add to characters that isnt a big powerboost. Brutal throw for str tanks, int attack for casters for when they wanna muck about or something. I like the idea of Book that grants a Saves feat more though

Not necessarily a 'budget option', rather an alternative. There are some builds, typically from 3/4 BAB tier, that are tight on pre-epic feats, but their AB rarely gets high enough to be worth investing into Disarm / KD pandect. Of course, if the "finality" of Pandect was lifted, it could serve just as what you said: budget option before reinc

To me, they look like a sneaky way to gain 1 feat on reincarnation for builds who are not getting much love from current pandects Power-wise, I'd rate the suggested feats on par if not higher than the Min pandects actually availabe for the relevant build: a bit like called shot pandect is just a cheap free feat for reincarnated rangers. I also see what you did there, putting the poor next to useless Brutal Throw feat in the list to distract from OP finesse/wit ones

You raise a good point. A cool thing would be a tome of enough feats to increase the versatility.
Brutal Throw WF EWF Throwing axe - any str tank could earn a passable ranged attacks Rapier Wit WF EWF Rapier - turners and bards could beat stuff with rapier
Tough getting any 1 of the starter save feats would be great Luck of Heroes, Strong Soul, Slippery Soul or Dauntless

Broken.

Is the Rapier wit smitter really such a big issue power-wise compared to the option to benefit the other two (bards and turners)?
Now that i think about it, maybe a bracer with such feats might be in order instead.

Is the Rapier wit smitter really such a big issue power-wise compared to the option to benefit the other two (bards and turners)? Well it's 3 free feats on a very strong type of build whose biggest issue is cronical lack of feats

Well it's mostly 1 epic feat - Chaladins (now this is a good nickname) have little issues at lowbie feats, no? I like the idea of Book that grants a Saves feat more though Brilliant! Then roll with either Luck of Heroes, Strong Soul, Slippery Soul or Dauntless

No, they're super starved.
Blooded, Wit, Focus, Gfocus, Extend, ExtraSmite, ImpCrit, PowAtk, DivMight, DivShield, Cleave, ImpCleave... all useful stuff and I'm already over by a good margin even if we give them some bonus racial ones.
