I think it's nice to have a second option, since Strongheart is one of those annoying items that many tanks really like to have, but is ridiculously annoying to acquire due to the extremely low drop-rate (similar to Disarm Pandect, but at least this isn't consumed). In fact, I think I've only personally seen Strongheart drop ONCE in my entire time on HG, though I've never really spammed Hells.
Part of me feels that Exotic DR/Immunity% should be worth more than Physical, so a direct swap of Physical -> Exotics might make this version a stronger one. But dunno, 15/- is quite weak anyway so maybe it's fine.

This seems too similar to the original. It WOULD make it very easy to make, but it would also make another sought-after item a lot less so. I'd prefer something that diverged more from its replacee. Thoughts, anyone?
