An upgrade to "The most unused armor in the game."
Not sure what you actually want to wear this armor on?
Looking at Paragon armors, you'd -never- wear this even as replacement for unrandomized ones - not counting for upward randomize or auged one. I mean LOOK at these (medium ones) 75% ele, exo red covered, 21% exo imms, saves, more stats... Just wham a Salamander aug on that and it's like this armor on steroids without Hide. Granted, no misc imms for Fear and blindness, and no ESF. But how much are you willing to sacrifice for these ESF's? Still, feels there is room to improve if you don't want another never-worn set item.
Could easily fit in Negative Saves +15, change Blindness immunity into SpellImmunity: FoD and PowerWord: Kill - up elemental saves to 15% or even above to be more in line with Solar Forged Plate (BUR! Probably the most used Medium one, even on non-paladins), and make this armor buff Negative on your own weapon with 3 dices.. Or perhaps take a different direction while keeping the Negative / Evil outlook on it, but at least make it cover some of the mandatory reductions - be it physical, elemental, exotic or esoteric ones. That way you won't sacrifice all room to maneuver on the other slots just for the sake of wearing this item. I do like the idea of a Mass Camo armor, but... Perhaps better suited for light armor too?

I think not (Mass Camo make it wearable alone) - considering most parties have a druid. Might consider wearing it in a party without one. But Mass Camo CL 60 is indeed a nice thing to have no doubt, I should've mentioned that as one of the tradeoffs you would make wearing it.
Is granting yoursef 66% conceal with camo not good enough to make it a wearable item? But i'll see what else fits.
Unfortunately this armor alone will not give you 66% conceal on its own. You need a class that 1. has access to Hide as class skill 2. would even consider wearing anything heavier than leather or robes 3. has conceal of their own that can be beaten by CL 60 camo. This qualifies BGs, shifters, rogues and assassins. BGs already have enough armors to pick from, armors with slots, armors for quasis... Shifters usually prefer heavy plates, for the immunities and other goodies, plus the Iron Silence will be irrelevant, as soon as they shift. Str rogues usually wear light armors, because of their innately high dex and they do not want armor check penalties for skills. Assassins are good candidates for this one.
I think if you make this a light armor, instead of medium, if will be MUCH more appealing.
