The item currently used that it would replace
The most used endgame amulet for CoT types at the moment is the good ole Strongheart. As a lucky randomized alternative you could sacrifice 2-3 points of AC and opt for a Ygrette's Evanescent Locket.
In any case, exotic DR is hard to cover with good sets/burs. There're XRs covering all types of DR and Sealed Within is the Exotic amulet one, which could end better (albeit slighty different) than the proposed set item with some good randomization but not providing the unique cool feature.
Not receiving any feedback about the feasibility of the original proposed ''dispel burst'' I left it out and went for a plain while useful psionic DR that should help with uniqueness and fill some gear gaps until we're all decked out in XRs.
The Extra Smite bonus feat main purpose is to reduce the cooldown on Nimbus by 40 seconds, if you're not a smiter build. Alternatively, the item could lower by a stacking 20 seconds such cooldown. Or nothing

- At 25 levels of CoT, the CoT gains the Nimbus of Victory power, which drops the spell resistance of all enemies in a colossal area for 10 rounds.
- Nimbus of Victory is an aura which surrounds your character for 10 rounds, and drops the spell resistance of all enemies within by 2 + 1/5 levels of champion of torm, plus legendary levels, to a maximum penalty of -12 at level 50. It has unlimited uses per day, but must recharge between uses. The recharge time is calculated in the same way the Greater Smite timer is calculated, but with a base recharge time of 7 minutes instead of 8:
