Requires 14 levels of dwarven defender and pale master.
Gains Draw Foes like Warchanter or pure Dwarven Defender. Summon Undead: The creature summoned is an undead dwarven ancestor (animate dead could be a crossbowman, summon undead a battlerager and summon greater undead a runepriest) and it scales up with sum of Palemaster and DD level. Not caster level. Dwarven Defender levels stack with Pale Master levels for the purpose of Bone Skin and Deathless Mastery. Pale Master levels stack with Dwarven Defender levels for the purpose of Damage reduction. Receives 2 auto-still feats for free like the Warchanter.
More or less, this would be the gist of it, of course open to adjustments if deemed too strong or too weak.

Generally quasiclasses are a mix of base classes or base class + prestige, you're talking about a 2x prestige quasi. Generally as suggested it'd leave the control class open to be bard/wiz/sorc/pm/dwd. So for starters, upping the requirements up to 14dwd/14pm to force one of the real classes of the quasi to be CC.
Secondly, those summons would need to be around 3-5x stronger than current summons for it to be even close to useful, but at the same time my understanding from the past is that summons are meant to be there for help, not to be the centric of a build.
Personally I'd aim more towards a wiz/pm quasi that uses undeadsummons but has access to some other magic aswell. However, it'd face the above mentioned balance problem.
From what I understand, you're a newer player on the server. I'd suggest you to play it through to higher levels the get larger grip on how the server works.

Yes, you are right about the 14/14 instead of 10/10, it makes sense, I will edit the OP. However, the 2 X Prestige slots were open in the sticked planning thread, if they didn't want 2xPrestiges to be suggested maybe they should have blackened those boxes to avoid confusion. As for the actual power of the class, that's not for me to decide obviously, it would be up to the server's devs to tone the numbers, what I wanted to suggest was the concept of the quasi-class, that's all.
