How high does SR have to be to be effective at high epic and legendary levels?

You'd probably want to look at things like the implodes you see in the desert. In short, pretty high.
The Deverial Windtalkers' implodes have a penetration of 56 + roll meaning they need to roll a 19 to beat my Rakshasa's spell resistance of 75. This means that have a 1 in 10 chance of getting to the save and then a 1 in 20 chance of me failing it which if I figure correctly (and stastics were never my strong suit) means odds of 1 in 200 of being imploded. That's effective SR.

So subrace based SR is basically useless, or is the Drow subrace resistance of 5+lvl actually going to be high enough? (45 at lvl 40)

No, it doesn't have to make you completely invulnverable to magic to be useful. Also note that Rak sr IS subrace sr, just higher than the others. Funky

At lvl 60, Drow SR is 65 meaning Deverial Windtalkers need to roll better than an 8 to beat it, in other words giving them a 12 in 20 chance (or 3 in 5) of getting to the save and then, assuming you worked to give your wizard good saves, you have a 1 in 20 chance of failing it. If I've done the math correctly, that means you wind up with a 3% of getting imploded compared to the 5% of someone without any SR. Not as spectacular as my Rakshasa with it's 0.5% chance of getting imploded but still decently good, and as Funky pointed out, even though it doesn't make you invulnerable, you should still find it useful.
