Aggravator is a dirty thief.
HUMAN "PT, Air Genasi" is the build I will show. (though if you have pixie that would really benefit this build)
Stats : STR 10 DEX 18 CON 14 WIS 8 INT 14 CHA 8 (all gains to DEX)
Level progression : 1-12 Ro, 13-20 CoT, 21 SD, 22-27 Ro, 28-31 CoT, 32-38 Ro, 39-40 CoT)
Skills : Max Tumble, umd, hide, ms, ol, dt, search. 30 into set traps, 15 cc into spellcraft, 20 into PP, left overs in spot.
Feats (in order taken)
Expertise, Toughness, Finesse, WF handaxe, Ambidex, Imp Evade, IC handaxe, blindfight, 2WPN fight, Dodge, Imp 2WPN, mobility, IMP Exper, EWF handaxe, Def Roll, Gr Dex 1, Epic dodge, Gr Dex 2, Armor Skin, Epic Fort, Self Conceal 1-5, Epic Prowess.
Naked/mundane @ 40
418 HP, 42 AB, 13d6 sneaks, FWR saves 33/21/42, AC 31-34 50% conceal perma
This build is similar to one I used on a PvP server... but I think a few adjustments and it it looks fairly survivable here. Certainly should be ok in a team enviroment if not solo.
Any suggests to improve on the build... feel free to discuss.

Here are my $0.02: - I dont think this build benefits at all from 1 level of SD. HiPS is wonderful on other servers but not really on HG. Instead I would splash with paladin (for increased saves although your saves are already pretty decent because of CoT), or ranger (to save the feats for 2h fighting and ambidex). This will also free two extra feats (dodge and mobility) that can be used for to increase saves. If you take ranger level after level 21 you can even get a extra free feat like epic prowess.
If you plan to fight with two weapons it might be worth taking monk to get the monk wisdom ac bonus.
- I would never pick a race with fire vulnerability unless I meant to make a RDD. There are lots of monsters that deal fire damage in LL. Another option would be ghostwise halfling - will save you one of the SC feats. Or kobold.
- I wouldn't put any ability points into str. rather put them into con or cha (if you pick paladin)
- I think I'd go 29 Rog/10 CoT/1 something. You'll get the same number of feats but extra sneak damage. However you loose 2 points for save. Alternatively go 25 Rog/10CoT/5 Monk for monk speed and +1 ac.

Yes I was aware that HiPS after level 20 on HG looses effectiveness with all the true sight mobs. I hadn't come up with a alternative yet so I left it it.
Ranger though sounds like a great alternate.... I could get dual wield (freeing up 2 feats) and no longer need dodge/mobilty (freeing up 2 more feats) I would lose the ability to take improved 2hand fighting though... unless I actually took ambidex and 2hand... but then what would point of having ranger be. Monk is another good choice, I could always boost wisdom +12 for 6 AC.
