Shifters are a highly customized class here on Higher Ground. They are unlike the shifters from the original game, it will important to highlight the major differences.
The first difference is that the shifters main statistic of concern is wisdom. Wisdom will determine the overall power of your abilities just as it does with divine casters on this server. The only other statistics that transfer now are your constitution (via your overall Hitpoints) and your intelligence (via your skill points). So, there is little point in investing in the other stats unless you plan to play untransformed a lot (not recommended). Each form will have its own set Dexterity and Strength.
The second difference is that there are three classes that count towards your form levels Druid, Ranger, and Shifter. Shifter level being your primary concern since it directly impacts your attack bonus and overall armor class. Other classes will allow you to gain saves, feats, more attacks per round, and unique abilities but taking these other classes will decrease your shifters powers in other ways.
The third difference is that the shifters forms on Higher Ground require extra focuses to gain their full power. These focuses are ONLY available in legendary levels, and since there are a grand total of 7 possible legendary feats it is not possible to focus in all the forms. It is important, therefore, to conserve these legendary feats and get all the epic feats you absolutely need done between levels 20 and 40. The more feats you carry into legendary levels the fewer focuses you will be able to do.
The fourth difference is that your equipment stacks with your form in unique ways. For example, your shifter will pull the Armor Class directly from your armor and incorporate that into its form. Heavy armor tends to have the highest Armor Class (AC), so you will generally be wearing platemail.
The fifth and biggest difference on Higher Ground is there are far more shifter shapes than what is normally available in the original game. These include new shapes such as Troll, Modron, and Crystal Golem and upgrades to old shapes as your focus in a particular form increases. These will not only change your overall power but also your appearance in some cases. Your dragon, for example, at its top tier focus will be much larger, have a powerful wing buffet ability, and a much more powerful breath attack.
Learning how to play a shifter is its own major challenge, since it is unlike any other character class. A good shifter player will assess the situation and after experimentation discover the best ability to use to defeat their enemies. A shifter cannot use resurrection scrolls or use most items while in form. You also must deal with balancing the right form with the situation you find yourself in. Forms like manticore have an extremely high offensive output, but are very fragile.
Here is a command that will make your life a lot easier. The !qb poly command will make 3 slots on your normal quickbar autoset to whatever your forms powers are. For example, if you shift to beholder you will automatically have negative ray, cold ray, and antimagic cone ready at your disposal. You need to add a number to the command to tell it where to start. For example, typing....
!qb poly 3
Will set quick slots 3, 4, and 5 to your shifter powers. You are then free to use the rest for heal potions, form selection etc.
This is a build capable of doing well in any area of the game and with very modest gear, so long as you play your character well. Because this is an open sub-race build we will focus on the forms that will give you the widest range of abilities for the pre-hells areas. I chose to focus in Wild Shape because it offers the widest range of forms for its investment (and is unlimited) and Dragon Shape because it offers powerful elemental attacks and its wing buffet ability can kill "cloud-like" monsters and can knock-down monsters. I felt it was also a good "fallback form" for players with limited resources since it is a sturdy form and you can play it as a meleer or from a distance with breath attacks.
In light of the new form focus Epodes I have added as a 3rd focus Undead shape. This is probably the best choice for new players since all the undead forms are critical hit immune, and offer a range of poweful abilities.

A ranger level is one way of gaining a significant number of points in discipline and parry beyond what can be gained by off class skill gains in legendary levels. There are a significant number of discipline checks in the various areas of this mod, so it is recommended that high discipline be a part of most builds. Parry will help reduce the amount of critical hit damage you will take, especially while you are in dragon form.

These are a highly prized item gained from the Locathah run. There are several different Epodes, so if you are able to get an epode in Dragon form. You could take the Undead feats up to legendary 3 and use the epode of dragon.

Gives you access to the animal empathy ability. There are many monster tagged to be dominated by this ability in every area of the game. This will also increase the effectiveness of your harpy's curse song.
Parry 43
The parry skill will reduce the damage on any critical hits that land on you, and when this skill is high enough almost eliminate them entirely. Parry score over 100 will also make you immune to devastating critical.
Craft Armor 63
Every 40 points of craft armor will grant you 1 AC. The remainder of your point + your intelligence modifier + bard song and/or gear should easily get you over 80 points granting you a total of 2 AC
Tumble 60
Every 5 points of tumble will grant you 1 point of AC. Going over 60 in this skill will not grant you any extra AC.
Discipline 43
There are many discipline checks in the game. High discipline is necessary for any frontline tank.
Craft Weapon 63
Every 40 points in this skill will add 1 attack bonus to your overall AB score. The remaining skill points + your dex modifier + bard song + gear should easily get you 1 AB.
Listen 63
Above and beyond 60 points this ability will extra ability to overcome monster conceal with your melee and your attack abilities increasing your overall offensive output.
