Why do you take Dodge and Mobility? AC of dex rangers usually ends in high 130s / low 140s even with an open subby, so no need to take Dodge and since you are planning on taking LSA tumble, attacks of opportunity should not be a problem.

Drop your charisma, bump your starting wis and int by 2 each, and try to fit in 2 more great wis feats. The extra int points, I can never fit in enough skills myself, so having 1 more skill will be nice too. If you really don't want 1 more skill, bump wis by another point starting, and you'll only have to find 1 great wis feat. Maybe get rid of that epic toughness, unless that's supposed to be epic fortitude?
I've got half a dozen other tweaks, but limited by time right now.

The only two skills that would even be useful at higher levels would be discipline and concentration, hide and move silently are useless as most mobs seem to have truesight. With the current build and before the +12 to con the character has 600HP at level 40, which isn't terrible for a melee class. The Charisma is as it is for early game, ability to get oltum and run around. Dodge and mobility are kind of fill-in's, as I found no other feats worth taking.

Actually, there are plenty of skills that are useful at higher levels. You have discipline, tumble, and concentration down, but: You camouflage concealment is based on Hide, Parry grants partial immunity to critical hits, Animal emp can dominate enemies, Craft armor gives bonus AC, Craft weapon gives bonus AB, so there are plenty of skills to choose from, taking any points in charisma is a total waste. As for dodge and mobility, they're not worth it, in fact, you don't seem to have any saves feats. I would take great fortitude and iron will instead, i'm pretty sure that your saves aren't going to be great, in fact, you might want to take Legendary Fortitude and Legendary Will. Why are you taking Epic Toughness? More Favored enemies or another feat is infinitely more useful, or maybe epic will. As for the level 38 feat. you might want to consider taking outsiders. You might also want to know that LSF discipline does count towards the +50 cap and will not stack fully with gear and buffs.

Sticking 4 points into charisma just for Oltum, especially when there's numerous items that'll do better for free, is one of the dumbest build plans I've heard of.

With current feat and stats setup, your saves at 60 (including 4 bonus con for rangers) will be: Will 49 Ref 65 Fort 58 - I would definitely invest at least into Iron Will, Legendary Will and Epic Fortitude. - I see also no point in taking Blinding Speed; being faster is nice, but you will have access to "full" Freedom of Movement. Another FE would be a better choice IMHO. - Why LSF Discipline? Unlike ESF, Legendary focus does count towards the 50 cap from buffs or items. Since this is a BUR subby based build, I assume you will have little problems to get gear with +discipline on it. I would probably replace this feat by Armor Skin to get more AC (due to not ideal wisdom).

ditch the undead as an enemy and take outsiders... undead are crit immune so you can't use called shot on em.... and oh by the way.... why on earth would you make a pure ranger build with no called shot!?! ditch mobilty and take called shot... on pure ranger you dc will be 57 + your wis mod/8. easy to top 60, which is just... well it is sick. Called shot rangers are constant top killers in hell.
skills are uber useful on rangers... max that hide as kobra said and you can easily have a 58% conceal.

Wemic gets called shot as a racial.
Actually, after browsing through the open race forums I found a build that would be perfect for any race though it's made for kobold, if applied to a large creature it could be possible to dual wield scimitars like I am wanting. Thus is why I picked the Wemic, it was the only worthwhile race that was large and had a decent STR and DEX bonus, though strength isn't needed as much, it's nice to have for that inch of extra damage.

Dont forget that blade thirst does positaive damage to favoured enemies so taking undead is a good choice because you cant use cant use the called shot instakill on them!

once you hit LL and above just how much undead are there? Guardians in the maze, and ghosts in DB (and a lessor extent desert) and that is about it. Just don't see the benefit,,, dragons as well... that is only good for a few bosses... and only one in hell. Again,,,, kinda a waste IMO
