Here is my attempt to make a smiter, for I have seen some of them and decided they can be funny to play.
Proclamation 1: I have no experience with playing or building toons such as this, so any feedback and comment will be most welcome.
Proclamation 2: I like to play HC characters, this is why I have chosen an open subby (and keep in mind better subbies would make the numbers better).
Race: Half-Elf
Subrace: Nymphkin (-1 dex, -1 wis, +2 cha, speaks Animal, speaks Sylvan)
Starting stats (after subby) [lvl 60 buffed]
STR 14 (14) [54]
DEX 11 (10) [22]
CON 14 (14) [26]
INT 12 (12) [24]
WIS 9 (8) [20]
CHA 16 (18) [37]
Stat points: first 6 go to cha, rest into strength
Leveling progression: 2 rogue, 6 pally, 10 CoT, 1 pally (13 points to Taunt) 1 rogue (UMD dump), 20 CoT

AB: 19 base + 10 epic + 15 legendary + 7 weapon foci + 22 strength + 20 buff + 1 or 2 Craft Weapon = 94 or 95
AC (URs and Pentavite): 10 base + 6 dex + 22 medium armor + 19 shield + 16 natural + 16 deflection + 20 dodge + 12 tumble + 2 armor skin + 1 or 2 Craft Armor = 124 or 125
saves: all are above 60, basically no problem in this way
This build does not have any parry, but when under effect of Divine Wrath, will be immune to crits. Is lack of parry an issue? What I have in mind is dropping dexterity by 2 to 8 and use heavy armors (lowering AC by 1 but more physical immunity and bigger variety of what is out there), and rising intelligence by 2 to have one skill (parry) to maximize - is it worth it?
