Updated with Saves info, Also fixed the unneeded feat that was ESF Enchant, which Simpetar pointed out.
Switched the Unneeded feat to Epic Fort
If a person wanted to keep the Blade thirst at +13 they could drop LSF Enchant and add Legendary will with feat shuffling.

Hey DC. I recently came up with Wemic, and was looking at doing something similar to this. I tried to figure out what the recent changes to Rangers meant to the Marked Target DC as well as AC on this. Here's what I came up with, if it's correct. If I understand it correctly, the AC for leather (in BURs) should be: 10 (base) +2 (leather) +20 (dex bonus) +16 (armor bonus) +20 (dodge) +17 (natural) +17 (deflection) +12 (tumble ac) +16 (ranger ac) _______________ 130 - 132 with Girding. Does that sound about right? Shroud of the Earthmother would actually allow 21 dex, and give +17, for 2 more AC I think. DC should be 40 (class levels) + 11 (1/2 dex mod) + 2 (adjustments at 45 and 55) = 53. If you bumped your dex by 2 more, you could add 1, because then your dex mod would be 24. The only other change I'm thinking of making is to drop Devastating Crit and its prerequisites, and picking up some bow foci feats, for doing ranged damage and called shots. Dropping Deva Crit gives me 3 pre-epic feats, and 2 epic. Thinking of moving Iron Will back to pre-epic, and taking WF and Improved Crit in shortbow (Uro bows) pre-epic, and then using the 2 epic feats for EWF and LWF in shortbow, or 2 great dexes, to improved MT DC and AB by one. I'm thinking of going warhammers or light flails, too, for the bludgeoning damage vs PF's and Malebranches, with the thinking being that this should be a good build to take down crit immunes faster, due to dual wielding and thus getting so many attacks, and being (nearly) universal to boot.

Leather, hide, and padded armor all end up the same (armor type bonus plus dex bonus = 22). Once your dex bonus hits 19, going to 20 or 21 only means you have a wider choice of armor without your AC going down, you can't actually get higher than (19 dex bonus plus BUR hide) by getting more dex, you can just stay at the same AC with a lighter armor.
Armor does seem a little low, but no armor skin in build that I can see, and 4 more wis would be 4 more AC. If you do drop the dev crit feats, pick up Armor Skin with an epic, and if you do take bow feats, you can get Epic weapon focus with a ranger bonus feat and don't have to use an epic feat. Having a high dex has always been enough for ranged called shots, unless you are planning to stand back and do ranged damage, at which point it's silly being a universal tank.

I went with this build and found the Sissy Light Armor gave excellent protection in the legendary areas. Combine that with Gird and duel weapon I can get my AC way up there. Do miss my strongheart on this guy thou i traded it away . Also I dropped some of the favored enemy choices (concentrated on hell creatures) and added hardiness feats to add more meat to my Wemic. The Wemic makes a good Wall but it's hard to manuver around in tight areas thou.

Ah, I see you're right Lythe. I wasn't reading the chart on the wiki correctly the first time. Thanks for the clarification. And yes, the AC loss is due to lower Wis, no Armor Skin, and no Craft Armor. That's how nataani's build got 5 or so more AC, plus Strongheart adding another 3. It seems there are a number of different ways to build a Ranger, similar in some ways, but different in others. That's the sign of good class design, imo.
