An Abjurer that is a key defensive ally.
Requirements: Wizard Level 10, Fighter level 6, Greater spell focus Abjuration, Arcane Defense Abjuration, Parry 19 by level 18
Spell Changes:
Least Spell Mantle: Provides +2 to ability checks to allies in a huge AOE, lasts 10 rounds Spell Mantle: Provides +10 to Saves to allies in a huge AOE, Lasts 20 rounds Greater Spell Mantle: Provides +1 deflection +1 Natural AC that stacks with items to allies in a huge AOE lasts 30 rounds
Tensers is cast at Fighter level +20 Caster Level
Epic Spell Changes:
Abjuration Epic: Gains an extra cast
New Epics; Enchantment: Abjurer's Shield: provides +20 Dodge AC and +10 all saves until death
Conjuration: Abjurer's Sword: Lowers Target Enemy's AC by 10 lasts until death
Evocation: Abjurer's Staff: Casts a timestop that allows your allies to move as well. Lasts 12 seconds
Necromancy: Abjurer's Touch: Provides a shield to all allies that heals them 25 HP every time they are hit. Lasts 30 rounds
Divination: Abjurer's Mind: Provides a Spell Mantle that absorbs 15 spells (and special attacks by monsters) Lasts until Death
Illusion: Abjurer's Cloak: Provides 65% concealment to all allies, lasts until Death
Transmutation: Abjurer's Skin: Provides 10/- resistance to all forms of damage to all allies (stacks with all current resistsances) lasts until death
Abjurer is allowed to get epics even without 25 levels if wizard Abjurer Only gains the above Epics if arcane defense if gained in the specific school.

I like the idea of a wizard based meat shield so an abjuration focused wiz tank quasi is cool to me. I think perhaps using CoT would be better then using Fighter except this would require 14 levels of Wizard. I think in your break down about epics would result in enabling this class to have too many epics and make it too powerful. I would say allowing this QC to get the abjuration epic with out 25 levels of wiz is good but still only 1 cast.
I would think fitting requirements would be the following: 14 Levels of Wizard and 5 levels of CoT before levels 21, ie must be achieved on level 19 or 20. Must have the feat Greater Spell Focus Abjuration and 15 base ranks in Spellcraft. On achieving the quassi class your gain Epic Spell Focus: Abjuration for free. Most defensive/buff spells will use both Wizard and CoT levels for determing caster level.
This class would need more but this is just a quick break down of some suggested changes and ideas.
