Base Movement Rate: -1 (possibly just -0.5 if possible) +5% Bludgeoning, +5% Slashing, +5% Piercing Stackable: 5/- Bludgeoning, 5/- Slashing, 10/- Piercing
Reason for this, slow moving tank can go either way with a decent amount of resists. I could see this being THE fighter class for the extra resists and can go universal with decent resists. Though if they go dwarven defender you got yourself a VERY solid tank with this subrace if you can deal with the slow movement. Can see speed arti used on this kind of subrace.

The resists don't stack with gear. You'd have to grant the Damage Reduction Feats for that to work as you intend.
No granted feats makes this a very awkward subrace vs. other BUR races. How does this compare to other subraces out there? Let's take a look at Kolyarut, which is pretty much the standard for something like a fighter build without an objective like large size (Juggernaut)
+5 Str +5 Dex +2 Con +2 Int -2 Wis -2 Cha Dodge, Mobility, etc etc.
Also, it's my guess that most subraces fit a theme towards a certain class also based on a reference standpoint also. I don't see slugs as being very dexterous...Maybe if you change the stats a bit, aka more Con since you're talking about a tank-esque subrace and perhaps give it Damage Reduction via feats it could work out. I think, however, new subraces need to fit an area that isn't already encompassed by other pre-existing subraces.
