you start with 13 wisdom. And cot bonus feats are funny, its one of the only options you have. so taking it gives you 14 wisdom , +1 ac, +1 will saves
Cot's tend to have too many feats, which is why you even up with blind fight even on builds that have listen.
shakua is right, there really isn't anything better to take at level 40, unless you want to take epic toughness I for 20 hp.
I love this build btw, I even reincarnated my dex based blackguard into this, using Half-Guardinal though, I considered using Furchin since it fits very well and would give a high ab ranged option, but I stuck with HG to get LSA: Listen.
I think this is a really good build for a new player. A couple of comments and questions.
The build does meet minimum standards for the boards but I really want a feat least with a short explanation with it. You don't need to clutter your build with the info (it can be above or below for reference).
Why don't you insist on monk weapons for this build. You have monk weapons and that choice is going to increase your damage output considerably compared to kukris etc.
You have a few suggested feats but you give the player the option for a free feat. What would you suggested? Do you find that the blinding speed feat is worth a legendary slot?..... do you just like speed or does it serve some purpose. I just don't see many people taking it.

One, I dont know how to format. I find forum code and doing forum posts in general a nightmere. Somebody else would have to make the build layout look neater if they so wished.
Personal experience is, I would not insist on monk weapons. Monk weapons usually have horrible critical ranges, and to take advantage of the superior critical feats, you want weapons with higher critical range.
As for blinding speed, thats an option left up to the player. I keep it on my builds though since I prefer the ability to rush to the front line, back line or rush to fallen players. Those few seconds you got there faster just may of well saved a player a trip to limbo or stop monsters from running past a choke point.
Feat list is there for legendary, while normal feats taken while getting there was left as self explantory. Will add a list later when I have chance.
Well you don't really change anything notable. Decrease starting dex by 1 to increase charisma by 1.
However, since you have a brownie, you should probably either make a ranger, assassin, shadow dancer or rogue instead.
If you still desire a CoT, with bur race you MUST either make a Uni-tank or a Smiter CoT (neither is possible with brownie).
Back to the build:
You should advise ESF Discipline as least feat, since you can't reach Rank 127 with such low Str.
Weapon choice should be monk weapons (kama) freeing one regular feat (exotic weapons) - Iron will is suitable replacement. This also allows you to use flurry of blows for even more attacks (11, with -2 ab) - assuming it stacks with divine wrath (probably does).
Wrath lasts 8*5 = 40 rounds * 5 uses - not impossible to use, but can be problematic.
Shame you can't fit whirlwind, it would be quite niche with the unique bonus.
Or could you? (with added weapon spec for extra physical damage - but no paladin level)
