Rubber Bands and Duct Tape is a Rogue-CC Gnomish Inventor which I tossed together "on the fly" by reincarnating my old Crossbow Rogue. Compared to a Crossbow Rogue, it loses 5d6 sneaks and ability to sneak nearly anything and gains a ton of utility - including the ability to place a H-radius SR reducing aura and a H-radius Feat-Level Anti-KD aura (with a slowdown, unfortunately, tho I didn't notice it in testing). It can also replace a bard in a pinch with 15 "cussers" (Level 55 save curse) and "easers" (Level 55 Save and AC song) per rest and the ability to reduce the AC of one target per round.
The name comes from the joke/saying "it's held together by rubber bands and duct tape". :-)
Here is the build:

The only thing I would change were I to rebuild this would be to take only 5 Set Trap (for synergy) so that I could put those skill points elsewhere, drop bluff/persuade for Hide/Move Silently (which will be interesting given that a Rogue-CC GI can get HIPS), and maybe drop a couple of CON points for a couple of WIS points.
Although there are Paragon Levels listed in the build, I don't think I've taken any skills in PLs yet. This is because I'm simply not sure what skills to take, tho I'll probably take points in Search/OL/DT after having been hit by hell pens without an available GR last night (I do get partial mitigation, but not full mitigation).
If you wanted, you could drop bluff/persuade and get full ranks in Set/Craft Trap. I didn't do this because I think I'll be busy enough without adding traps to the mix. :-)
As for further Paragon Levels, I'll probably take Paragon Spell Penetration, but beyond that I'm not sure, perhaps the feats to mitigate area penalties. A 3-tier penalty reduction would be very welcome.
One final note on saves/AB: While I can get the information as it is now, at Level 66, I didn't take a Level 60 snapshot of this toon, so I don't know what they were at that time (tho I could probably figure it out easily enough).
