I've recently purchased a laptop through Best Buy and I havent done anything to it except install NWN and all the HG necessary stuff, Skype, and a few other programs. I know absolutely nothing when it comes to getting a laptop set up and actually maximizing performance and such. I currently get like 5FPS on Hell runs quite often and I was curious if any of you had any advice or tips or things I can do to improve this and and other performance that comes to mind! All help would be appreciated.
Any information you need me to supply, let me know, just tell me how I can find it so I can supply it.

Uninstall about 90% of the preloaded crap and/or disable many of the auto start utilities.

I'd be more specific, Yojimbo.
Two utilities on Windows machines I've found detriments performance greatly are Superfetch and Readyboost. They can both safely be turned off forever.

Turn all the NWN graphics settings to their lowest setting.
You can also try playing around with the CPU_Affinity setting. I think it's in nwnplayer.ini. If you have multiple cores on your CPU, they are numbered (I think starting at 0), and you can specify NWN to run on one while you run Skype or a logger on the other. You can also set this value to -2, which supposedly allows NWN to utilize all cores, but it didn't improve performance for me.
Another possibility is that your graphics card doesn't have full compatibility for the game. This is a problem for some NVidia cards with some older OpenGL games. Try updating your drivers, or if that doesn't work try an internet search for a work-around specific to your card.

The stickied post mentions someone with a stock graphics card that was old with the right drivers being able to run it perfectly. My NWN works fine, my FPS sucks so changing targets is delayed as is movement and stuff in hell runs.
Are there options I can explore to help this? Or am I stuck? The laptop had 8 gigs of ram. I know that. I don't think it has a dedicated graphics card just whatever the other option is if you don't have that. So I am clueless as to how to proceed. Please help!

How can I see what all of my laptop statistics are to post it here to give you all more information on here to potentially be able to assist me further in resolving the FPS issue? Even with everything on the lowest, or the highest, the FPS is still the same? One just looks better?

Assuming you're running Windows 7, one way is to go:
Start --> Right click Computer --> Properties
Under "System" you will find info on your CPU, RAM, and OS.
Then click "Device Manager" and look for the type of graphics card you have under "Display Adapters" or something similar.
It could also be that the HDD is nearly full, which slows down performance significantly.
However, I would be willing to bet that your FPS issues are related to the graphics card, and not your processor or memory.

I am currently at work so I can do this in about 3 hours. Will you be around then? I do not have a dedicated graphics card, but just onboard graphics I think it's called am I screwed? Or are there still drivers or anything else which can provide improvement? And it is windows 7

I found that. Is that what you need? If so, it comes stock with 6 gigs of ram but I bumped it to 8.

Knowing the manufacturer helps determine some of the preloaded garbage you can uninstall and disable that is or may be running in the background and contributing to the problem. I am at work myself for ~2 more hours so can't tell much yet beyond it being an HP.

Upgrade your graphics drivers (the AMD Radeon HD 6620G). Your computer should be able to handle this game. So you think I should be way above the 5 FPS once I get those drivers updated given my specs? Any other suggestions of things I should or could do?

I did what you said Buddha and it came back that the drivers were up to date? Any other ideas or suggestions? It says the following:
