Ok, here is my build for Jenna. It is a slightly modified version of Lythe Featherblade's Elven Warder build. It is meant for very high ac from dex ac, wis ac, tumble ac, and epic dodge. With high dex, and called shot, you can quickly kill your foes, without much damage to yourself. The only problem with this build is low strength, and knockdown. A good solution is to switch to a bow when knockdown foes are near. Since you will have high dex, you can still hit well with a bow.
This build is made with elf race and Stargazer subrace: INT +4, WIS +4, CHA -2, free feat: Spell Focus - Divination, free feat: Defensive Roll
Starting stats: base stats/subrace stats
str 8: 8/8 dex 10: 20/20 con 6: 12/12 wis 8: 12/16 int 8: 12/16 cha 8: 8/6
Levels: All ranger levels (free feats: dual wield feats, and favoured enemy feats)

That is my build so far. Levels 61 -80 have been added, based on suggestions.

I would go ahead and put PWF, Grt DEX 9, & Grt DEX 10 for the first 3 PL feats that improves your AB (must hit to trigger CS) and your CS DC. I don't see GWF either so that might be something to consider.

Dex ranger is a good defensive build for a lot of reasons...you should do well with this (but for a few str checks, but no big deal).
You'll probably need some boost to will saves, however. Might need to drop extend spell for iron will and then add Legendary Will later.
I'd also consider dropping Epic Dodge -- I know, I know...it sounds crazy, but between concealment and AC, you probably won't need it. You could replace it with Legendary will or possibly extend spell.

If by GWF you mean greater weapon focus, that is added at level 15.
I used Stargazer subrace, just so that I could get epic dodge. If I were to remove the feat, I would be better off using Fallen Angel subrace, and making a zen ranger. I'm still in my reincarnation week, but not sure if I would need another book to do that.

Ah, that makes sense....and it's not like you can go wrong with Epic Dodge. You might also be able to get away with epic will + saves artifact (which is the easiest artifact to get). Either way, you should be fine...build looks solid.

I think 14 CON at start is expensive on elf and you have took too many points on creation. (I could be wrong, its early morning here). Go 12 CON and increase INT to 14 to take max more skill (like Craft Armor).
Calculating saves of Jenna at level 60 with +14 items: Fort: 12 Base + 10 epic + 5 LL + 11 Stats + 20 Items + 4 epic fortitude = 62 Reflex: 6 Base + 10 epic + 5 LL + 26 Stats + 20 Items = 67 Will: 6 Base + 10 epic + 5 LL + 10 Stats + 20 Items = 51 => I would take epic will instead of epic fort, resulting in 58,67,55. (or Fort 57 if CON is reduced to 12 at start). That is not perfect but I would not spend Paragon feats on saves. "Might need to drop extend spell for iron will and then add Legendary Will later." would give 58,67,60 and that sounds even better to me.
Discipline: 63 skill + 6 STR + 50 buffs (capped) = 119 To hit the engine maximum of 127, you need to take Epic Skill Focus(Discipline)
I like Inherent Levitation - helps also against deadly toss attacks.
If you demi that toon, you could consider to start with more STR (14) and take Paragon Anchoring: Strength + wear Asmo belt to stand STR checks.

I have not seen a list of all the new feats, so I was not sure which feats to add for paragon levels. I figured the save feats were the most needed.

I am curious about that ability check +4 feat. Does it stack with the ability check +4 properties on items, and does it have any effect on called shot dc?

The Paragon Ability Check Feats: - Paragon Anchoring: Strength - Paragon Balance: Dexterity - Paragon Vitality: Constitution - Paragon Reason: Intelligence - Paragon Sagacity: Wisdom - Paragon Splendor: Charisma simply give you +4 against any defensive/disabling checks to that stat. E.g. Paragon Anchoring gives you +4 against Pitfiend KD checks, as well as any other Strength check (lots of KD, and other ability checks in the end game). These feats do not enhance your abilities offensively at all (excepted in that you might get to pound on something  that you might otherwise rather stay away from). They generally make it easier/feasible for some tanks to become "Uni" (able to make both St and Dex check) against the toughest mobs (some Abyss critters like Balors have very high checks). They do stack with gear, etc. Unlike saves, ability checks do not auto-fail on a 1, so if you make the cut against a specific foe/check, then you are effectively immune.
