here's an idea thats been in my head for a while
why not make a monster arena like FFX, where you capture a monster and then you could fight it for a cost?

How about this: if you make maps, FIT THEM INTO OUR GAME SOMEHOW.
I am not going to throw random maps into PoA, not by any means. Slayer, Dragon, and Mesron all build maps with PREEXISITING plans in order, from conversations the DM team have had on NWN or over email.
If we just randomly start taking user generated maps and throw them into the MOD, it's appeal and consistency will drop dramatically.

I have a question on making creatures, is there anyway to see how many attacks they get, thier ab and how much damage they do with out fighting them?

yes you cat set damage by the weapon they use under an option called 'Monster Damage'
depending on the level and type of creature determines the BA and they get a new attack at each 5 points
Ab and damage is also affected by the monster's Str modifer

I know that but how do i find out what a creature types base attack is?

You can determin the base attck by the number of levels the creater has in a class. Besides the useable classes, the CPU classes also have a base attack per level.
