You can get it here: wiki.hgweb.org/wiki/Installation_Guide#Manual_Downloads After that, I would run ARF2. Please report if that works or not - If thats not working, I can upload the missing file.

I don't know if the screen caps are new but s/he is using ARF I would download the CEP file and install the missing files manually at this point.

Also tried putting the missing file in by itself by unpacking the attachment, with no luck.

Okay this is whats going on right now. All files appear to be okay saying CEP not installed when i try to connect screen flashes turns dark like im loading NWN, then closes out.

What OS are you running?
If its Windows 7 or 8 (8.1) you'll want to install NWN directly in your C: drive rather than in the Programs or Programs(x86) folders or you'll have trouble running it and installing other things to the folder, if you are just in the C: drive UAC is much less stringent on the things a program can do or not do.

I'm sure you've already done it but you'll also need to give ARF2 elevated privileges, it will still give you a query when it fires up due to the fact it's not a 'signed program' but at least it will work properly when it opens! Will feed back some more when I get to my home machine if my suggestions haven't fixed your problems.
