This looks like very weak in the hands of rangers, +2 dc once/minute instead of +1 dc always. And you have to bother recast it For both classes I'd just keep recast foebane from spellbook while enjoying bonus dc from PoM gloves, if you consider you might rest every 5-10 minutes of real time it really doesn't take much to just fill your spellbook with Foebanes, maybe even devote a piece of gear/aug to more slots (definitely better than wearing 5%imms bracers with nothing else added).

Rajah makes a good point, hence here's an adjustment.
Assassins and Rangers will not spend a spell slot after casting Foebane while equipping this item.
I would even go as far as to suggest making it a helm and stacking with the glove.

Deso the suggestion was to give the gloves unlimited casts of Foebane in the first place Yeh i guess foebane once a minute isnt as good as perma dc, not even close. Scrap this idea, both classes already have decent gloves.

Random comment unrelated to the item: You should just make a fresh thread whenever you change an item significantly - on top of easily alerting everyone that it's a new idea, right now it's a bit confusing whenever there are a bunch of posts commenting on the old and completely different idea (eg: the Bard Armor thread is filled with posts discussing XR boots ).
