Intended for non-casters to help them protect from mind affecting disabling spells (non-casters usually lack mantles and spell lvl immunity to block these). It does not protect from general Stun, Confusion, Daze and Sleep, only some of the respective spells (and Spell Immunity: Mind Fog being the cherry on top). High CL Clarity is direct upgrade of MB cast by the Min belt, because it is effective in removing effects MB cannot.

If that's a direct upgrade intended for PL surely those exotics could get to 20/, not sure we'd use it that much else. Compare with Boundless or a decently randomized Coil of Grabduk, PL loot needs some more oomph.
Anyway, there're already those exo belts, to make it more special you could recycle part of the original design for the Coil of Clarity and only cover Divine and Magic (but good, like 25/ and 10% both, beside psionic dr that's fine kept low), forcing you to cover the Positive portion with some other item, be it a randomized one with added prop or a niche one.
A bit OT, on this subject, I think XR loot already covers ''all around'' esistances quite extensively, playing Tetris with weird Sets + randomized gear should lead to best results in the long run.
