The build it is intended for
Turners are the obvious beneficiaries, but dex-based rogues/sd could use the rare skill boost (parry/persuade benefit all 3 builds) while covering exotic dr on the armor slot (for turner it'd be mostly a weak backup for when gate drops, similar to the resistances on the item below). The anarchic resistance was born as cosmetic but adds some uniqueness and is in line with what provided by XR robes
The item currently used that it would replace
Being both robes these items really make a dent in low-dex turner immunities while providing some unique power boost. There're not many shapechangers in the module but playing a turner in Zionyn or underwater Gaping Maw is such a disgraceful experience that made me come up with this idea: consider that with a robe those abyssal ants are really hurting you anyway, and turner should just stun most (if not all) of these new targets, not destroy.
List of shapechangers in abyss according to wiki: Draudnu, Ekolid Builder, Ekolid Chitterer, Ekolid Devourer, Ekolid Reaver, Golothoma, Laghathti, Sibriex (these should really be high level and not even be stunned no matter what anyway), Uzollru, Verakia.
From other LL areas I can name the werewolves in Uro first map, the Rakshasa in Hells and nothing else; future areas could change this anyway.
