This looks like a real solid build, can recommend it for endgamers.
The lvl 60 you definitely want a real epic prowess, as it also means leg foc is another +1 ab (w/o, leg foc is 2), making it +2 total.
Only real issue imo is no hide. I'd pick it up at cost of going over cap on paragon levels, or better yet, max it at 60, lowering ca/cw by 30 each to max those only at para levels.
Personally after playing harper scout splash for couple of years I started to hate it. I'd edit the build by dropping alertness +2 of imp expertise, power crit and epic fortitude to get, mobility, spring attack and whirlwind. Costs 2 great dex. Also drop monk lvl down to 1, totaling 7wm. I'd switch great fortitude to epic levels to get all wm feats pre epic, taking 1 wm pre epic for +2ref/-1fort. Then I'd take strong soul > dauntless lvl 1. (Basically weapon prof exotic a little later, drop lightning reflex(lvl 15) and naturaly the leg ref into leg valor. This switcheroo at total drops reflex by 1 (2+7 =9 vs 1+5+2=8), fort goes up by 1 (-1-4+1+5=1).
So WM variant would lose 1 of the: (assuming dropping epic fort and do the save switch described or lose both, +4 fort)
-option to go +10ac (my current monk is at 141ac + expertise, which was fine when buffed in abyss p2 hard, after losing buffs the extra from ie wouldn't have made difference of repeat deaths if poorly positioned).
-power crit aka confirmation roll on crits - more meaningful in abyss/limbo than in hells.
-1 monk vs 3 loses deflect arrow (I believe it only works unarmed anyways) and 10% bonus movement speed - Stating this, the original build imo should be 34/1/5 for +1feat vs 10% speed. Edit: by changes feat progress a bit and taking overwhelming crit as ftr bonus, this extra feat could be taken as blinding speed for +0.5 speed. If that stacks with speed from FoM you should be faster than 10% monk speed - someone test in chamber maybe?
Then ofcourse the harper potions, but opens up boot slot for breach imm - the choices. Bigger crits vs 2attacks for 10mins/rest.
Side note, 1 monk lvl could be switched on either build to pre epic for +1fort/+2will/+2ref -1 ab. WM variant gains +1ab at wm 5 so it could do it "for free".

21 str
2 CW (possibly 3 on lower pen runs)
=96
@80 with 16's +2str +2feat +5bab = 105.
Personally I wouldnt recommend getting that high dex at cost of str before 2xD and lvl 65 minimum which is lowest +16 access.
Koly would be alternative sub for WM version, loses petrify immunity (very nice to have in limbo) but gain 2 more feats - not totaly sure what those would be used. 1 Could be switched to str/dex at epic, pre epic maybe toughness or disarm, at 80 the 105 should be enough for normal versions - however disarm shines vs sup/elite for which its too low or imp pow attack for hells. Stat line on koly is a bit different, in koly's favor even tho -2wis but koly getting +1str/dex means can make up wis on lvl ups netting +2con/-2cha.
Koly could also be a gnome instead half-elf to get that hide for free and +1ac/ab, switch weapon for bastardsword/light flail on pwa. Gnome cant hit goristros in abyss or rocs in limbo, however. Or human for +1feat totaling koly +3 feats, if find those goristro/roc too big of a trade off for extra skill and ab/ac, until fixed (if ever).
My monk is gnome and I like it, but if I would run more limbo p1 I'd most likely have gone human instead.
Personally I wouldnt leave para wep foc as last feat due alrdy low'ish ab, personal preferences.
Ps. Exo prof after weapon changes is huge damage bonus on a single feat taken, everyone who can afford it should always take it (scythe is average 9 vs 5.5 of great sword, bastard sword 9 vs 4.5 long sword), basically another epic wep spec, as a pre epic feat.
Edit 2: After rereading my post, the wm pre req feat swap thingy was pretty hard to read and make sence of.
