Why not let Rogues with concealment use it to strike from concealment and get in sneak attacks.
Let's say(just pulling numbers out of a hat):
(Rogue Level x concealment%)/3
So pure 60 Rogue with 80% concealment: 80% of 60/3 is 16% to change a normal attack to a sneak attack.
ps - might be easier to code after EE drops too

You need parentheses in your math. It can be read many ways. Technically it's the same result though! It's all multiplication and division, so order of operations doesn't really matter.

Also, is conceal % meant to be used as 0.8 or 80? Just kinda confusing.

So -
(Rogue Level x concealment%)/3
(60 x 0.8)/3 = 48/3 = 16
