First, let me say I understand a goof with level 25 vendor armor is probably extremely low priority, but it's the highest character I've got so far. Item names may be slightly off, I'm posting from work...
Last night I was trying to fit some more AC on my first character (a Sorc) here on HG and found the "Mithral Splint Mail" in the imported goods armor shop. It's basically +8 Splint with -30% Arcane Failure (so 0% net failure), but it also grants Heavy Armor Proficiency.
Despite its clear intention I figured it probably wouldn't be as easy as just slapping it on, and I was right - I lacked the proficiency to equip the item giving me the proficiency. Fair enough -- fortunately the imported item vendor sells a cape which grants all of the armor and weapon proficiencies called the Cloak of Competence (or something close to that).
So I expected I could do the following: -Equip cape to get Heavy Armor Prof. et al.
-Equip the armor which also grants me Heavy Armor Prof. -Switch back to my CHA cape, keeping Heavy Armor Prof from the armor.
Well, this didn't quite work. What actually happened: -Equip cape to get Heavy Armor Prof. et al. -Equipped the armor. -Took off the cape, and the armor popped off.
I opened my feat screen to watch what was happening and noticed that when I took the cape off, I immediately lost all proficiencies it granted -- including Heavy Armor. I figured this may be a kind of clean-slate recalculation step going on that's unique to the cloak, so I tinkered a bit more and also found the following:
-If I equip the cloak and the armor, then remove *just* the armor, I lose Heavy Armor Proficiency and can't re-equip the armor until I take the cloak off and put it back on.
Anyway, figured I'd report the unexpected interaction instead of annoying !newbie with questions about it. Thanks so much for the excellent mod and servers!

i'm guessing it's because the game only reads the "first" instance of the feat being applied (from the cloak, and tied to that source), so after you put the cloak on, it's only seeing "heavy armor prof from cloak", even after putting the armor on it doesn't see any difference, it's still only counting the cloak's granted feat, so once cloak goes, feat is removed instantly, thus armor immediately goes. like there's not enough time for the 2nd application of the feat to be applied and "stick"; it just sees "this feat no longer is there cuz the source is gone" and the armor instantly gets removed before the "new" feat is applied.

Shields work that way and there's no problem (apart from relogging etc.) so maybe it has to do with the fact Heavy Armor proficiency has prerequisites of Light Armor and Medium Armor proficiency. Maybe.

Yup that's my bet too, the only thing that's awkward with that theory is removing the armor with the cloak on also removes Heavy Armor Prof, which to me (without knowing anything about NWN scripting) suggests the cloak might use some kind of special logic that could be reorganized.
Of course if it is just a quirk of the engine, oh well.
