Shadowdancers aren't very effective and require heavy investments to pull off. They aren't particularly useful in any level range and your benchmark of utility should be The Hells (60+ level zone), anything not usable or relevant to that content isn't worthwhile.

Shadow Dancers can be quite strong when played right and built right they can have extremely competitive damage output. That being said to pull off this damage output it does require a double demi + build typically to pull off and a character in low to mid lvl 70s. If you are interested in a shadow dancer build to get you to double demi just send me a message. I would be more than willing to help you.

As neggy said, SD is uncompetitive until you have 2 hell cycles already complete for it, approximately lvl 72 and tagged to Azzagrat layer of abyss and a copy of the Wrap of the Dark Prince. I would build a basic fighter until you have a few toons in abyss before trying a shadow dancer. Without the Wrap they are like a rogue without the rogue skills, with the wrap they are like a lower level fighter with a fancy trick or two. wiki.hgweb.org/wiki/Wrap_of_the_Dark_Princewiki.hgweb.org/wiki/Category:Azzagrat

assuming full SD levels, shadow evade gives a bonus attack. it's not like a rogue that suffers missing an attack without a wrap. wrap is to capitalize on "glass cannon 2her" concept/role. and even once you have a tag->wrap, you need pretty good gear to justify using it due to the hit on kitting. i wouldn't even call a wrap-wearing sd a "lower level fighter" (implying that it's a just a worse fighter..?), it's just a diff 2her with diff perks.
i don't see much advantage to doing a "basic fighter" vs a "basic SD" if you're too poor to make a legit 2her in the first place. 1h SD can be a classic dex tank with high ac and conceal, low level non-demi fighter is pretty mediocre defensively (standard str/shield 1h'er ac, parry conceal isn't an advantage as much of a tradeoff vs other Str swordboarders with crit imm--altho 1h dex fighter would be lot more comparable in tankiness and role in party). if anything i would say a 1h sd is more noob friendly (and more fun) than 1h fighter, with mini GS, neg/death/nec immunity, shadow daze and step, neg buff.
either way it's not going to be impressive or important partying with vets that have 2her tanks. gj on the mage, work on something like bard or cleric or druid next.

The best answer is the link by Prepared.
Just because the above posters could not find a way to play an effective shadow dancer does not mean that a shadow dancer can not be effective.
