I am seeing a discrepancy that is probably just me misreading the ability or the documentation not being updated, but could be a bug.
(ignore the hs splash, the build is from before the patch, and I should still hit CL 55 for staffmaster spells)
I have a staffmaster with tenser's transformation, and it's not giving me the number of attacks per round I think it should.
Due to its low pre-epic BAB (12), it gets 3 attacks per round. With haste, that's 4: So far so good. Here's the weird part. The relevant part of Tenser's (from hgdash):
As I'm reading this, it should set my base attacks per round to 4 (like a fighter would get), and then add 2 extra attacks (6). These extra attacks should stack with haste, reaching a total of 7 attacks per round. However, I'm only getting 6 (see the flurries, the 7th attack would be added to the first flurry)
Bug or misunderstanding?

Misunderstanding. Increases Legendary BAB to that of a Fighter at caster level 41, if the character has at least 3 levels of a Full BAB class

Read the second line:
- Attack bonus and number of attacks increased to that of a Fighter of the caster's level, with additional attacks at caster levels 45 and 55.

Update: I just looked at my battlecleric. On the old (not yet reset servers) patch, it gets 7 attacks with divine power, and 6 with divine fervor. On the new server, it's 6 with divine power and 6 with divine fervor.

The way I understand it, you now only get 1 extra attack from haste, any innate extra attacks from class/quasi-class bonus, such as the extra attacks at Staffmaster 45 and 55, and then the highest single buff to extra attacks per round. This means that even if you have Divine Power and Divine Fervor, only the highest (Divine Favor at +3 attacks at caster level 55) will affect you. This kind of makes Divine Fervor, a Paragon spell, kind of useless unless the extra attack the party get is an exception to this new rule.
Unless I've misunderstood this, that is.

I though that line meant that (mass) haste is now the only thing that stacks with any one of those other buffs
Edit: I only get 5 apr without haste, but with divine power on battlecleric

I can confirm this behavior on Stormlords and Slingers as well. I flat out lost one attack per round on my main hand on both. And as I understand it, it should still be stacking with haste. That means on Slinger I got in the past 8 attacks per round. That´s upping to fighter attack progression (+1 Attack/round) + 2 Attacks from Divine Power + 1 from Haste + 3 Base attacks +1 Rapid shot = 8 per round. Now it is only 7 per round
Same thing for SL. I get only 5 attacks with in my main hand with Storm of Vengeance active now and that was 6 before.

Yap, looks like the DP upping to FTR attack progression works as advertised, but DP 55 only ends up granting +1 attack on top.
Currently: 40 rog does get +1 attack from 41 DP (3+1 => 4+1). A 35/4/1 BC will go from 4+1[haste] to 4+1+1[dp], instead of the advertised 4 + 1 + 2[dp]. A pure cleric with 55 DP goes from 3+1 to 4+1+1. A pure cleric with Divine Fervor goes from 3+1 to 4+1+1.
Edit: Tested harper on paladin: 4+1 to 4+1+2 = 7 attacks per round, so there is some stacking issue with DP/Tenser/SoV not receiving their second attack, but Tymoras flat 2 applies.

I will be posting a lengthy explanation of how stacking works, now that it's uniform. At that point you will be able to tell if there is a bug. The edits in this area took a total of about 10 hours, because they were so convoluted, so it's possible there is an issue, though I changed very little about how DP/Tenser's/(Imp.)Heroism/Fervor work. The script itself used to grant variable attack bonuses based on stacking, but because the old system didn't have uniform treatment of stacking, the number of attacks given could vary based on buff order.

On the forums there's no such line, only "- At CL41 (or if the caster is a Staffmaster), increases Legendary BAB to that of a fighter if the caster has at least three levels in 1/1 BAB classes." and "- Grants additional attacks at CL45 and CL55." With nearly the same for Divine Power.
So by description it works as intended.

it was stated that they got that line from webdash (assumed to specifically mean the spell library documentation)
anyway, the ingame spell description contains that line

This is part of the reason we need to update our doccing. It's basically done, thanks to Methes, but we can't run the updating code until we get access to the old repo. Fingers crossed that changes soon. Funky

Same here lvl 66 BG CC Bane Knight was getting 7 attacks per round with Tenser's; just checked and it's now getting 6
