What is this build about? It is designed as a speedy way to get a tank character to level 60. I personally did this on a new account in order to rush being able to access BUR subrace books (level 60 requirement to read). The idea is to primarily use the Lizardman (human) wildshape and be able to inflict and disarm, while having great physical attributes and a ton of hitpoints.
This is open subrace but still very decent at level 60. It can inflict and tank very well in lizardman shape and has ~1600 hp at 60. Posting this as I had a few asking about it and there is no open subby version of a ranger CC shifter.
This build is standing on the shoulder of giants, namely Komodo and Swiss Army Tank. After hitting 60, it could be advisable to read 2x Spelljammer books and reincarnate into a Komodo. As this is open subrace, there are some compromises with stats.

As you can see, you could bump up deflection/NA, add some girding to get over 140 ac. AB is unbuffed so 102 at level 60 with GMW + bardsong. If you continue this up to paragon levels, I'd expect it to hit up to 119 AB and closer to 150 AC. Con not maxed in screenshot.

What?? Okay so I use excel to track my builds, this is a table from that. Here is what each thing means. Meant to be read in order (left to right)
Start - put this in during character creation
Race - this is what it looks like after racial bonus is applied
Pre-LL - what stats look like at 40 after level up 1-40 (every 4 levels)
Feats - what stats look like at 40 after using feats (greater cha, greater str, etc)
LL (auto) - what stats look like at 60 after class bonuses (eg paladin gets +4 cha, +4 str)
LL - what stats look like at 60 after increasing abilities during level up
Arti - what stats look like after using artifact (if applicable)
2xD - what they look like after double demi (+2 first demi cycle, +2 second cycle)
PL - added paragon level points (2 per stat)
EQ - with +16s
So basically at 80, double demi, +16 eq and artifact your stats should match the last column. However since you should be spending most of your time shifted, your physical stats will look a bit different.
On to the build. Make sure to swap Strong Soul to Slippery Soul AT LEVEL ONE by using !charedit

The good:
- AC and AB are very decent at level 60.
- Can inflict and disarm. Use a macro to put "!action disarm opponent" and click a button to disarm as a free action every round. Inflicts 20% damage vuln.
- With human form focus you can use playertool (the pickup tool) to rez people while shifted. It will auto use a rez pot/scroll/rod charge.
- Very survivable with huge HP, saves are decent too.
- Gnoll has BC (bonus class) ranger and this is a ranger CC build, so faster to level up than a different race. Open subrace so accessible to all.
- 66% conceal maxed out
The bad:
- Its a little boring, takes a while to get going. Once you start taking legendary form focus feats it does pick up speed.
- Most other abilities require wisdom and/or animal empathy ranks. You dont take these so you suck at pretty much everything except lizardman.
- Not uni, though you can mitigate somewhat with asmo belt and/or rings like contumacy or the abyss dex check ring and paragon balance feat.
The ugly:
- That would be you. Lizardman is just about an improvement on the gnoll look. Go female gnoll for extra style points.
