Currently you can shackle to 40, 42, 45, 48, 51, 54 and 57. Arcane Archives is level locked to 56 but the nearest you can get to is 54 via shackling. Is this by design, or can a shackle to 56 option be added?

AA is actually balanced around level 50, shackle to 54 is appropriate.
Consider 56 max level for capped loot a bonus for people actually adventuring in level appropriate areas, highbies shackling to farm loot have it a bit more rough.

AA actually feels quite a bit tougher than other level appropriate areas in that range. Regardless, I was calling out the discrepancy between level lock and shackle range, one that does not exist for any of the other LL areas. It either positively promotes first timers doing it at a level bonus over shackled highbies, or negatively impacts shackled highbies looking to experience LL content (choose favoured response). Either way it should be the same for all the runs - give first timers a boost OR do not impact highbies shackling.

Is ArA tougher in general or is that a specific issue with Frosty the dragon? Would you also prefer to have the loot capped at 54?

Its not actually about the difficulty, though I find the bosses relatively easy. Getting through to them is more challenging. I just find the relative difficulty higher than say Toyshop, which is supposed to be in the same range. Lets forget I mentioned difficulty at all though.

Woah no toyshop isn't supposed to be in same range It's PH that has a very easy shackle cap.

Positively promotes first timers doing it at level bonus over shackled highbies. If you can choose a positive instead of a negative, pick the positive one.
I think it looks pretty fine. 54 shackle works, ppl who know can do it at 56 on a first timer if they so choose for 55 arti/pandect bonuses, or hold at 56 until they did their quota of [farming] before progressing forward in the game. Multiple choices available for players of different minds to choose from. Not broken, don't fix?

Make the runs harder if high levels come in!

I'm not sure if you guys are missing my point (woqued and raj) but mainly I'm talking about the discrepancy between AA and the other LLs. I actually like that new characters have a level advantage over shackled ones, but I am asking where the consistency is, or if this particular run was specifically designed like this.
