Long story short: they are a menace and their spells need to be revisited.
Short story long: ruin spammers in lowbie areas are an outdated concept. The spell has been nearly impossible to block since 2008 with the introduction of Disintegrate added on the required immunity list, but the recent update made it much, much worse. With the new way of calculating DC, it skyrocketed: Elanna has DC 46, Ruination on the way to Shadow Pontiff DC 51, Axilar DC 56, and Lolth DC 58 (!!!). You don't see such numbers until hells, 20-25 levels later. Furthermore, these casters have multiple (10+) casts, e.g. Immortal has 20 of them. In short, prior to the update 2020-12-01 update you were hoping to not roll a 1, now you know you are going to die, if exposed to the spam without using cheese methods.
I am fully aware there are ways to stop this, involving grabs, silence, using (lots of) decoys, etc. However these methods require specific classes and if your group doesn't have them, or the knowledge (case of new players), you are going to wipe. No lvl 38 character is going to survive an onslaught of unresistable* DC 56 instakills. Also, tag completion based on cheesing mechanics is a flawed design.
Suggestion: remove GR from pre-LL enemies and replace them with other spells. There are quite a few scary spells that don't (usually) kill you instantly on a failed save. Example: destruction, prismatic spray, rebuke, IGMS, meteors / bombardment, horrids, EQ. Heck, even some high powered elemental spells, like DBF, ice storm, chain lightning, (greater) orb of XYZ etc.
* technically you can gather the required immunities by using crit imm class and being boosted in PoM and/or have godly randomization with added properties, but come on

While you can grab or silence the ruin spammers, I do agree that newer players would not necessarily know to do that and would likely wipe. Or, if like me the last time I went through pontiff, you grab the nearest shadow hound instead of Ruination. It would be certainly good to tone down the saves, or straight out swap the epic spell for something else, as long as the DCs are challenge appropriate.
