Does HG have customization for the appraise skill? Has anybody considered allowing appraise to impact the quality of randomized items? That might encourage its use.

Appraise is used in identifying unappraised gems (either that or Lore), and it can significantly reduce price whenever you need to spend cash: crafting weapons, restoring ghostly echoes, shopping in demigod store etc. No use beyond that atm, but it can save you billions of gold. If you can afford appraise in your build, that is - usually the domain of wizards / PMs and other builds with ridiculously high intelligence.

Treasure Scent is available to Bards and Rogues it increase's rarity of popped loot by up to 3% iirc.
Some of the endgame BUR boss chests are set to drop "better than average" randomized BURs. (The coding seems/appears to run off some sort of gp value to determine "better" which can lead to a lot of meh items since the game values a lot of stuff more than players do)
Bottom line is any increase like you suggest would likely not be any more noticeable than what we have and players already scoff at...

I use it for unappraised gems and selling junk loot in town - you get a much higher price than auto-sell or mass-sell

The Rogue "Treasure Scent" function KE mentioned happens as a passive effect for Rogues when they pop loot so it isn't obvious, but it is the reason that Rogues with high Appraise were a preferred banker a while back.

Appraise already does have a use, or rather, two uses: saving gold, and making gold. Its use doesn't need to be encouraged any more than it is by default.
HG doesn't have a customization for it, but in 20 years, I don't think anyone has demonstrated a need for one. Nor a reasonable suggestion for a customization--not saying there are no possibilities, but it works quite well in its vanilla form, despite the highly-customized nature of the module, simply because gp is important, even here, and the skill directly modifies cashflow, which is useful. One thing that was suggested for customization was NWN's value table, which was a project of Werehound's at one point, but I don't expect that to be resurrected any time soon (if ever), although the need for that customization was, I think, reasonably demonstrated.
I don't think anyone has considered letting it impact the quality of randomized items.
You likely haven't quite hit the point yet of being concerned with gp, but eventually, players do become rich enough (in terms of amassed wealth of all kinds, not just gold, including tags, xp, etc) that having a character with high Appraise (or, any Appraise, even) is very useful for reducing the price of large transactions. Due to the logistical hassle involved, selling items in town for extra gold with an Appraiser is not as important for rich players (who can easily make more money by getting more gold piles and massing/autoselling stuff, in the time spent selling items for higher value manually), although as mentioned earlier, this is a use that players climbing the wealth ladder usually do find worthwhile for a time. This is just to say that the usefulness of Appraise for saving gp when buying very expensive items or when doing a lot of forging will eventually (and to a large extent) surpass the usefulness of Appraise increasing the sale price of your own loot to a merchant.
tldr; Appraise is useful--perhaps just not to you at the moment--but it isn't in need of encouragement to use, nor does it merit any customization.

This is why I have been so taken by HG - There always seems to be something new further in for a slow mover like me. I certainly see the difference appraise makes (even when I buff my meager 60 appraise up to 60) when I sell stuff, but none of the builds I have been pointed to ever put points into it.
Looking forward to seeing whats next.
