No, as in, actually can dispel things. Funky LOL...I'm yet to find a monster that has difficulty dispelling me if it really, really wants to. (Mords ring notwithstanding, of course) Though, really, it SHOULD be hard for a lower level caster using a level 2 or 3 spell to strip my buffs, since I'm level 59 and using buffs from 8,7,6 mostly. And we already know that an unbuffed caster is a dead caster, especially in higher level zones. And once you're killed once, it makes it harder to stay alive long enough to re-cast your protectives, assuming you're not out of them of course. So, less dispel is good, right?
