Will we ever see anything like this? Probably not. Do I care? No, not really. I am more or less airing the suggestion for the sake of discussion and putting for the idea with the hope that it may foster others.

It's not THAT easy. I believe it is possible (I'm not good enough to know for sure) but it's a lot harder than a level req. that the Wizard in the Toolset can (I think) provide.
On the actual subject, I'm not sure what you suggest would work. It won't increase the supply of BUR items, so people still won't trade them for anything below huge sums. More common equipment won't get them to part with it. On the other hand, more UR items might mean the BURs are not as valuable in comparison to the alternatives, so your idea might work.
