My turning Cleric:
I went Human Half-Celestial, but others would work well, Fallen Angel especially. Any race that offers a Wisdom and Charisma boost. For domains I took Fire and good to start out with.
Start with stats:
STR: 8
DEX: 8
CON: 12
WIS: 17
INT: 11
CHA: 16
Its essential you get 25 WIS and 25 CHA to get Planar Turning. Put points into concentration and heal as you level, save all other skill points.

You get 7 Legendary Feats, you need destruction domain for constructs, plant for vermin, Sun for bonus to turning undead. 3 Great Charisma Feats and Legendary spell Penetration. Take Charisma for all your stat points. you will end with 62 charisma at 60, 64 with the artifact, and be able to turn anything turnable in the game. For your skill points carry on with concentration and heal and cross class into tumble for a 2 points of extra AC. Enjoy. First build I ever posted.
