"Half-Celestial" (secret Beyond UltraRare subrace) - no race requirement (adds wings)
WIS +6, CHA +4, free feat: Spell Focus Evocation, free feat: Greater Spell Focus Evocation, free feat: Epic Skill Focus Heal, sr 10 + 1/lvl, able to walk on quicksand

Pros
Very good saves
Base ab only one off maximum
Freedom of Movement gives maximum monk speed
Dual Wield ability
12-20 Critical chance with a keen weapon (note if you swap yo Kamas you will get an extra 2 or 3 attacks a rounds but your critical chace will drop to 16-20)
Nice damage bonus against favored enemies (and that covers most of the nasties I can think of at high levels)
Evasion and a high reflex save
Inate 70 sr and sandwalking
Innate immunity to Fear (very handy now as it can save annoying equipment swaps in the hells)
Cons
Dex less than it could be due to not using a Dex increasing subby hurting your ac/ab by 2-3 points
No self conceal or epic dodge
No free skill points, mind you this could also be considered a Pro as you've optimised the use of them
Favored Enemies suggestions - Dragons, Reptillian Humanoids, Aberrations, Outsiders, Elves, Constructs, Elementals, Magical Beasts, Undead............then I ran out of things to call my enemy that I couldn't kill by just sneezing on them, vermin anybody?
Notes: I thought I'd use Half-Celestial as I have it and it handily boosts Wis and Cha which are both of benefit to this build. Not built this yet but as I keep getting BUR Ranger gear (I rolled 7th out of 8 and the Ranger ammy was still there) looks like something I'm going to have to try. Impressive saves, good ab, dual wield or shield if necessary and basically the ability to pick just about all the favored enemies you want.
Edit: Oops CBC lied I had to switch initial level from Ranger to Monk as Ranger forces you to have 11 Wis and with Half-Celestial this is a waste.
If you wanted you could focus on Kamas and get more attacks per round (+2 or +3 at -2ab with Flurry of Blows) at the cost of significantly less criticals, might be an interesting alternative?
All Wis and Cha boosting subbys would have potential for this build but you're going to have to mess around with your stat points (probably lose Con) if you want to keep 14 Wis and have access to all your Ranger spells.
14/2/07 Tweaked feats in favor of Transmutation and using the Abjuration book also moved Weapon Finesse up in case you want to use something other than a bow at low levels.
15/2/07 Added the +4 Con (and +2 Fort save boost) from new LL stat bonus.
