Updated!
Requirements: 10 lvls of Sorc 10 lvls of Pale Master by lvl 24
Chaotic Evil Alignment
Effect: The Necromogrifier is a fearsome reanimator of the freshly slain , he uses the dark arts to conjure powerful undead summons and his very touch turns his foes cold as stone.
The pale master Deathless Master Touch attack gains the power at lvl 41 to petrify a target permanently. If the Necromogrifier succeeds in the touch attack the victim must make a will save vs PM lvl + 6 (max 56) or be turned to stone. This ability can be used once per day for every PM lvl the Necromogrifier has.
The wail, finger of death, and horrid wilting spells cast by the Necromogrifier will use PM and also Sorc lvls to calculate caster level and if the target(s) of the spell succeed their fort save they must make a will save vs PM level + Sorc level - 10 or be turned to stone (max 50). Wail = Perm Stoning Fod = 1 turn per PM lvl Horrid = .5 turn per PM lvl
The Necromogrifier at lvl 41 gains an enhanced version of the epic Mummy for free. (I will leave it to the powers that be to determine any enhancement).
The Necromogrifier casts all Necromancy spells at caster lvl of Sorc + PM lvl.
The Necromogrifier may not use Heal Potions and instead must use Harm Potions.
The Necromogrifier may not ever take any levels of Wizard or Paladin.
Hopefully not tooooo unbalanced.

sorc and pm doesnt mix well because no matter how many pm levels you take, youre still going to need minimum 18 sorc levels to get 9th level spells
i have no idea why you would restrict wizard splash. i dont know of anyone who would start mixing wizard levels into a 10 sorc/10 pm build. i can understand the paladin restriction tho
34 is also a late level to qualify for quasi. maybe you typo'ed 24?

well 24 was my original number actually but I edited and went with 34 to give more room for taking say monk levels pre-epic and allowing for a meele based stoner attack toon but 24 would work out just as well. The no wiz idea was for not allowing the Necromog to gain access to the necro spells that only wiz can use, but it looks like Sorc gets all of them anyways. Also the deathless touch might need some tweaking for the DC calc.

you do know that as long as you have 11 lvls of PM you get 7/6 your pm lvl added to necro spells anyway ^^ just thought i'd mention that as the text seems useless overall i like the ideas though perhaps add a few minor abilities.

Possible thought: what if somebody goes, say, Dex-based, with no Necro focuses, so has a HORRIBLE DC for those spells, basically they can make all enemies make their fort saves every time and thus have several mass stoning spells.

I have tweaked the description a little, I envision this quasi to: 1) Have a nice summon to hide behind 2) Have a touch based stoning attack (allowing for melee build variant) 3) Have some mass stoning spells that may or may not be perma stone
Thanks to those that have commented so far! The DC calculations are really rough at this point and I would invite others who might be interested in this quasi to suggest better formulas or maximum DC levels for these modified spells.
I envision a caster build to be somewhere along the lines of 18 sorc/ 20 PM/ 2 Fighter
the melee build something like 10 Sorc/ 10 PM/ 20 monk (or fighter or ranger or BG whatever )
There is alot of room for other possibilities that I have not thought up yet either. I tried to keep it as simple as I could but it would be cool if there were more cool undead summons that this guy could fling into battle. I almost suggested that they could get the BG summon or Balor summon but I figure that balancing summons is something I know next to nothing about. Since there is a dark winged balor figure in the tool set perhaps this could be tweaked to be a "undead balor" that would kick some butts.

I think you got the durations mixed up myself wail should be the shortest as its the largest area and can affect up to 60 enemies at a time FOD is single target and should be perm. with horrid comcing next with a smaller area than wail

Well, I see what you mean about wail affecting so many creatures but it is also a ninth lvl spell and thus takes the commitment of going to al least 18 sorc, I figured there should be some reward for being able to cast 9th lvl spells
