Is there ANY way to get 63conc, 63 lore, 63 parry and 63 tumble on one by only splashing one useful class? Or would it be build breaking?

Parry and tumble are both CC skills so a CC sorc cannot level them beyond a 43 point splash at level 40 without Legendary Skill Affinities. To get these in both skills would require 4 feats, 2 at level 1 and 2 in legendary levels.
Maxing either of them or both is a waste of precious feats and utterly pointless anyways. A sorcerer doesn't need either of them.

I would suggest pure sorc, the saves aren't really worth it compared to the bonus to caster level. (Pure sorcs autochannel 1 level at no extra cost) (cast at 61).
You can't go wrong with either of Rain's builds in the sorc forums, would start there. Or Werehound's if you want a splash.EDIT: For open subraces, which is what I think we are talking about here. You get outstanding saves + shield proficiency from pally. Pure sorcs are required to either swap gear with the proficiency feat, or to get a Shield Pandect from the hells.

Elf can skip the feat investment and max to 63 with a splash from a class which has those skills.

But you would need to invest more points in INT over a standard sorc build, plus a splash that lowers caster level, and you loose a feat (instead of human). There is a vet who has something similar to this for soloing LL runs. He is 1 rogue splashed, has max disable trap for hive. 130ac, evasion, ect. But this is a specialized caster, with a BUR race, not something for a new player.

You would need to have 18 Int to reach that assuming a level 40 splash to dump into those skills, and paladins don't get tumble as a class skill, so it would have to be a monk level. With Rad Gen's +2 int bonus that's reachable without reducing Cha, however you'd lose out on any dex for checks and be constantly dominated by erinyes in hells. With any other sorcerer race you're losing cha to get int that high.
Even disregarding that, you'd have to splash monk, which is a very suboptimal splash on a sorc. Sacrificing 2 CL and 1 DC for tumble and parry. Also because you'd have to give up starting dex to get high enough Int, the lower dex mod would counteract the extra AC from tumble, not completely, but reducing the effect to only about 8 ac instead of 12, and with failing checks in hell other sorcerers wouldn't, I expect survival and survival related effectiveness would decrease. Also when disabled you'll lose that tumble ac anyways.

I never said it was a good idea and personally beyond Discipline, and too a lesser extent Parry, I don't think a Sorc would see any real benefit from maxing any other CC skills.
