This is a Core Caster Druid that can morph into dragon shapes.
The most notably loses at level 60 are:
1 - having only Great Wisdom VIII - // (can be fixed with a reincarnation and summon pandect)
2 - Only Epic Spell Focus Evocation at 60
I can't recommend this build until !Sb save/load is re-implemented
It's very fun otherwise.

The good:
- Core caster (Leg Spell Pen and 2 LSF/1 ESF - enough for Transmutation and Evocation and another - either Illusion or Conjuration)
- Good DC (1 DC off max, that can be remedied at Paragon levels)
- Uni tanking with Dragon (and reliable high DC breath damage) note that you should only use Dragon Shape when needed - since it kills your spellslots
- High AC due Monk, Armor Skin, Craft Armor and Illusion Epic
The bad:
- Morph bug: any bonuses spell slot from equipment is lost upon morphing) that leaves the first 10-12 slots of every spell level after morphing once ("!sb load x" helps to counter the hassle of reseting spells)
- Shifting bug (If you die, while shifted, none of your gear is considered equipped. You can't use !opt Shifterfix because this fix has a side effect of making you re-equip all your gear when you die - losing slots as if oyu had morphed) - In order to fix the bug you must shift again.
- Just 3 schools (Trans Evoc and XXX)
- May need to get 2 Greater Wisdom feats in paragon levels
- Reflex is 54-69 (i.e. less than 60 at immortal)
- Bad AB (89-100) and non-maxed listen (not really relevant considering dragon breath superiority to it's melee attacks)
- Only Discipline 43, somewhat susceptible to slagging/disarming

Feat options
- Empower is good if you want to improve damage spells.
- Extend makes switching spells around more efficient and cheap (level 6 and 8 are the most troublesome spell levels).
- Expertise can be used in dragon shape while breathing for tanking.
Spell School options
- Transmutation - Pretty mandatory due NB (8) Stoning spells, Drown and the Epic, Shunt. Also has a lot of other useful/damaging spells.
- Evocation - Mandatory due Immutable Force (Epic) - The good spells are Fissure (7) Firestorm (7) Sunbeam (8) Sunburst (8) Earthquake (9)
- Illusion has Veil of Mists (Natural AC 20 + Amnesia immunity when morphed), Vortex of Teeth (4), Spectral Stampede (7), Creping Doom (7)
- Conjuration gets Shroud (Concealment Epic) - Grease (1) Entangle (1) Ice Lance (3) Primal revenge (3) Vine mine (5) Stonehold (6) Bombardment (8) Storm of Vengeance (9) Elemental Swarm (9) Planar Periarch (9)Mass Cure XX (8/7/6/5)
